assisted with crowd and traffic control at the
Azusa=s Veterans Memorial dedication on Thursday,
November 11, 1999.
III. PUBLIC PARTICIPATION
(Person/Group shall be allowed to speak without interruption
up to five (5) minutes maximum time, subject to compliance
with applicable meeting rules. Questions to the speaker or
responses to the speaker=s questions or comments, shall be
handled after the speaker has completed his/her comments.
Public Participation will be limited to sixty (60) minutes
time.)

1. Councilman Rocha to request $2,400, for student
sponsorship.
2. Councilman Rocha to provide update on tree survey.

raised at the public hearing described in this Agenda, or in
any written correspondence delivered to the City on or prior
to the public hearing.
CITY COUNCIL TO RECESS AND THE REDEVELOPMENT AGENCY TO CONVENE
TO CONDUCT THE FOLLOWING PUBLIC HEARING.
A. CONTINUED PUBLIC HEARING - to consider the approval
and adoption of the 2000-2004 Five-Year Implementation Plan
Update.
State law requires that redevelopment agencies conduct a public
hearing to adopt a Redevelopment Implementation Plan every five
years. As required, the Azusa Redevelopment Agency has
prepared its 2000-2004 Implementation Plan Update, which
provides a progress report on the Agency=s work program
(projects and programs) previously introduced in the 1995-1999
Implementation Plan, and updated in June 1997. The
Implementation Plan provides the Agency with general guidance
that is consistent with Agency Board direction.
RECOMMENDATION: Conduct a public hearing to obtain public input
and direction from the Redevelopment Agency Board, and, if
appropriate, adopt Resolution No. 2000-R1, approving the 2000-
2004 Implementation Plan Update.
REDEVELOPMENT AGENCY TO RECESS AND CITY COUNCIL TO RECONVENE.
B. PUBLIC HEARING - on proposed Statement of Community
Development Objectives and Projected Use of Community
Development Block Grant Funds for the upcoming 26th program Year
(2000-01).
RECOMMENDATION: Open the Public Hearing; receive testimony
and presentation of the proposed projects and, adopt Resolution
No. 2000-C1, approving the 26th year projects, or if necessary,
continue the Public Hearing to January 18, 2000.
C. Presentation by NCI ANavigant@ Consultant for Expense
Reduction/Revenue Generation Contract. Staff is recommending
that Council consider contracting with the firm of Navigant
Consulting, Inc. to examine the City=s organizational
operations in an effort to identify more ways to reduce
expenses and/or to sharpen revenues. Recommendation: Hear
from NCI ANavigant@ and consider contracting with the firm.

V. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended action
will be enacted with one vote. If Staff or Councilmembers wish
to address any item on the Consent Calendar individually, it
will be considered under SPECIAL CALL ITEMS.
A. Approval of Minutes. Recommendation: Approve minutes as
written.
B. Contract award to replace carpet at Azusa Senior Center.
Requests for proposals were sent out for project to replace
carpet at the Senior Center and three contractors responded.
This was approved as part of the 99/00 fiscal budget for the
CIP. Recommendation: Award the contract to H.M. Carpet, low
bidder, in the amount of $21,921.98; authorize Mayor to execute
same.
C. Contract for General Plan Biologist, GIS and Graphics. In
accordance with Council direction, and as part of the revision
of the General Plan, staff sought proposals for General Plan
Biologist, GIS and Graphics preparation. Recommendation:
Award the contract to Envicom Corporation.
D. Human Resources Action Items. Recommendation: Approve.
New Appointments: J. Knowlton, Customer Service
Representative I, effective 1/10/2000.
L. Fraijo, Customer Service Representative I, effective
1/10/2000.
R. Hart, Customer Service Representative I, effective
1/10/2000.
Separation: S. Brisco, Assistant Director of Finance,
effective 12/30/99.
E. Contract award to paint Durrell House (City Museum). Staff
solicited bids from four painting contractors to paint the
exterior of the Durrell House. This was approved as part of
the 99/00 fiscal budget for the CIP. Recommendation: Award
the contract to Western Maintenance Company, low bidder, in the
amount of $10,000, and authorize Mayor to execute same.
F. Contract award for the installation of Carpet and Vinyl
Flooring at the Head Start Facility. The Head Start Program
received funding from the State for replacement of all
carpeting and vinyl flooring within the three classrooms. Bid
opening was held in the Office of the City Clerk on December
21, 1999. Three bids were received. Recommendation: Award
the contract to H.M. Carpet, low bidder, in the amount of
$19,425.65, and authorize the Mayor to execute same.
G. City Treasurer=s Report for the months of October and
November, 1999. Recommendation: Receive and file.
H. Approval of Agency-State Master and Program Supplement
Agreements. The Agreements are for Azusa to receive State
Funds for San Gabriel Avenue pavement rehabilitation.
Recommendation: Approve the Agency-State Master Agreement No.
000112 and Program Supplement Agreement No. 0224 Rev. 000 and
authorize the Mayor to sign the same.
I. Agreement between the City of Azusa and the Azusa Chamber of
Commerce. The Agreement is for business development and
community promotion for the City of Azusa. Recommendation:
Approve the Agreement for fiscal year 1999-2000, and authorize
Mayor to execute the same.

J. Purchase of SRW Valve Service Truck - Water Division.
Staff was authorized to solicit informal quotes, due to no bids
received at a formal bid opening; three quotes were received.
Recommendation: Award the purchase to Peck Road Truck
Center, low quote, in the amount of $52,704.76.
K. Engineering Services for Water System Master Plan Five-Year
Update. The Water Division sought Proposals for evaluation
and updating of the existing Water System Master Plan. Two
proposals were received. Recommendation: Receive and
approve proposal from Psomas in the amount of $180,065.00, to
provide engineering services for the Updated Water System
Master Plan.
L. Resolution authorizing
payment of warrants by the City. Recommendation: Adopt
Resolution No. 2000-C2.
VI. CONVENE AS THE REDEVELOPMENT AGENCY
A. Approval of Minutes. Recommendation: Approve minutes as
written.
B. Agency Treasurer Report for the months of October and
November, 1999. Recommendation: Receive and file.
C. License Agreement with Azusa Pacific University for property
located at 575-647 E. Foothill Boulevard (Krems). The
Agreement will allow for the placement of soil around the
perimeter of the site. Recommendation: Approve the
Agreement and authorize its execution.
D. Resolution authorizing
payment of warrants by the Agency. Recommendation: Adopt
Resolution No. 2000-R2.
VII. ADJOURNMENT
A. Adjourn.
