SUBJECT: SEWER EMERGENCY EXPENDITURE APPROVAL
Recommended Action
Authorize staff to incur cost over$5,000 but not to exceed $30,000 for sewer emergency
remediation, and waive bidding requirements.
Background
On January 7, 2000,the Public Works Stand-by crew responded to an emergency sewer main
line back-up. As a result of this, Superintendent of Public Works made the decision to relocate
living accommodations for Mr. and Mrs. Ramos, due to unhealthy living conditions. Raw sewage
from City sewer main entered their residence,penetrating all flooring and lower walls. Both
residents require constant convalescence.
Homeowners insurance is currently debating coverage due to cause of incident occurring off-site
of private property. The contractor currently preforming emergency repairs may be looking at
City for payment of work performed,which may require payment without alternate quotations. It
is staff's intent to bring the affected residence to a sanitary living condition as soon as possible.
Authorizing emergency expenditures will reduce on-going cost of hotel accommodation by
repairing Mr. &Mrs. Ramos' home quickly. and reduction of claim that has been filed by the
Ramos family.
Fiscal Impact
All expenditures will be charged against the Sewer Fund, which will cause the Sewer
Maintenance Fund to be over budget at end of fiscal year which will be covered reserves.
