Pledge to the Flag ! Invocation - Reverend Ruben Reyna of Victory Life Fellowship. ! Roll Call ! Ceremonial - A. Presentation of Proclamation to Edna AEddie@ Silva, of The Whole Enchilada, for her services to the community. B. Presentation of Certificates of Appreciation to all who volunteered in the organization and collection of food from various sites for the Azusa Food Bank during the Holidays. C. Presentation of Certificates of Recognition to Gladstone High School Varsity, Junior Varsity, and Freshman Football members and Varsity, Junior Varsity, and Freshman Volleyball members for their participation in the Mount view League. D. Principal Alan Thorndike of Lee school to present the State of the School Address. II. PUBLIC PARTICIPATION (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker=s questions or comments, shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) III. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS FROM STAFF A. Mayor Madrid - request a resolution in support of SB 1340, which will create a $10 million statewide domestic violence court funding pilot project. B. Councilmember Rocha - request to give a scholarship of $100 to Gladstone High School Band towards the purchase of their uniforms. IV. SCHEDULED ITEMS If you challenge the City=s proposed actions in court, you may be limited to raising those issues that you or someone else raised at the public hearing described in this Agenda, or in any written correspondence delivered to the City on or prior to the public hearing. CITY COUNCIL TO RECESS AND THE REDEVELOPMENT AGENCY TO CONVENE TO CONDUCT THE FOLLOWING PUBLIC HEARING. A. CONTINUED PUBLIC HEARING - to consider the approval and adoption of the 2000-2004 Five-Year Implementation Plan Update. On January 4, 2000, staff presented the Implementation Plan Update. A recommendations was made to simplify the housing portions of the Plan and the Public Hearing was closed. Staff has revised the Plan accordingly, and is resubmitting the clarified portions for approval and adoption. RECOMMENDATION: Adopt Resolution No. 2000-R4, approving the 2000-2004 Implementation Plan Update. REDEVELOPMENT AGENCY TO RECESS AND CITY COUNCIL TO RECONVENE. V. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. A. Approval of Minutes. Recommendation: Approve minutes as written. B. Resolution regarding Weed Abatement of Improved Properties. This resolution is declaring hazardous brush, dry grass, weeds, combustible growth or flammable vegetation including ornamental and native vegetation in the City of Azusa, a seasonal and recurring nuisance; further, it will set a public hearing to hear protests from affected property owners. Recommendation: Adopt Resolution No. 00-C13. 02/07/00 PAGE TWO C. Purchase of a Dodge Truck for the Electric Division. The Utility Department budgets for annual vehicle replacement, as part of an ongoing Capital Improvement Program. The State of California=s Department of General Services has completed the bidding process and awarded contracts for the purchase of 2000 model sedans and trucks. Recommendation: Authorize the purchase of a Dodge 1500 Truck for the Electric Division using the State of California, Department of General Services Contract 1-00-23-20-01. D. NCI ANavigant@ Consultant for Expense Reduction/Revenue Generation Contract. This item was continued from the January 4 meeting for requested changes to the contract. These included insurance provisions; the definition of the consultant and its employees as subcontractors to the City; and clarification of Aout-of-pocket@ expenses. Recommendation: Consider contracting with the firm of Navigant Consulting, Inc. to examine the City=s organizational operations in an effort to identify and implement additional ways to reduce expenses and/or to sharpen revenues. E. Civic Engineering Services, Facilities Engineering & Construction Management. The Light & Water Department occasionally requires the services of outside consulting engineers for specific engineering disciplines not provided in-house. Proposals were solicited from local firms. Recommendation: Approve an amendment to the existing Blanket Purchase Order to Civiltec Engineering, Inc., in the amount of $35,000, for civil engineering, facilities engineering and construction management services. F. Disposal of Surplus Vehicles. The vehicles listed have been declared surplus due to age, long use an the need for costly repairs to keep them in good running condition. Recommendation: Adopt Resolution No. 00- C14, authorizing the disposal by public auction of eight vehicles in accordance with the Azusa Municipal Code. G. Human Resources Action Items. Recommendation: Approve. Merit and/or regular appointments: M. Shepard. H. Application for funds under the ALocal Public Agency Waste Tire Playground Cover and Track Resurfacing Grants@ Program. The California Integrated Waste Management Board (CIWMB) administers a tire grant program to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products. Recommendation: Adopt Resolution No. 00-C15, approving the filing of the application. I. Proposed Resolution in support of Proposition 26, ALet=s Fix Our Schools@ Initiative. Proposition 26 would reduce the number of votes needed to pass local school bonds from the current two-thirds to a simple majority and also requires school districts to undergo two independent audits every year to monitor expenditures from local bonds. Recommendation: Adopt Resolution No. 00-C16, supporting the passage of Proposition 26. J. Juvenile Accountability and Incentive Block Grant. The City had no existing program that could utilize these funds, nor could we develop a program within the required time frame. The District Attorney=s Office offered to set up a program, utilizing a deputy district attorney, that would fulfill a program purpose area as mandated by the grant and would meet the prosecution needs of the cities in the juvenile crime area. They further agreed that their office would pay the 10% match requirement of the grant. Recommendation: Adopt Resolution No. 00-C17, releasing Azusa=s portion of the Juvenile Accountability and Incentive Block Grant ($12,985) to the County of Los Angeles District Attorney=s Office. 02/07/00 PAGE THREE K. Valuation Report for the property located at 1160 West Gladstone Street, Azusa. The Light and Water Department desires to build a second electrical substation within south-western portion of the City=s boundary. The location at 1160 West Gladstone Street was identified as an alternative site. Recommendation: Accept valuation report for the property located at 1160 West Gladstone and authorize staff to make an offer for said property not to exceed $580,000.00. L. Support for AB1744, Extending the due date for the Housing Element Revisions. Under existing law, cities within the SCAG region must complete revisions of their housing elements by June 30, 2000. The Regional Housing Needs Assessment (RHNA) process took longer than anticipated, and many cities are interested in additional time for the preparation of the housing element. Recommendation: Vote in support of AB1744, providing for a 6 month extension of the due date for cities to complete housing element revisions. M. Completion of the Exterior Painting of the Durrell House (City Museum). Western Maintenance Company has completed the painting of the exterior of the Durrell House in a satisfactory manner. Recommendation: Approve the completion of project and authorize the Finance Department to release payment. N. Notice of Completion for the Head Start Carpet and Vinyl Flooring Replacement. H.M. Carpet has completed the replacement of carpet and vinyl flooring at the Head Start facility in a satisfactory manner. Recommendation: Accept the project as complete; Approve the Notice of Completion and authorize its recordation. O. Merchant Card and Automatic Payment Services Agreement. Staff solicited proposals from Wells Fargo Bank, Citizens Bank and Bank of America; charges for the service were comparable; however, Wells Fargo Banks has its own clearing house, is a large bank offering a variety of services and also was the pioneer in e- commerce transactions. Recommendation: Approve agreements for Merchant Card and Automatic Payment Services with Wells Fargo Bank and authorize execution of required documents and complete processes needed to start-up and continue the services. Authorize the purchase from Wells Fargo Bank of necessary start-up equipment and software totaling $9,958 with the estimated monthly cost of providing these services at $770. Monthly costs will vary based upon the amount and volume of transactions. P. Plans, Specifications, and Contract Documents for Water System Main Replacements, Various Locations. The water mains on these streets are in poor condition and regularly develop leaks. This is part of the ongoing program for replacement of deteriorated water mains. Recommendation: Approve the Plans, Specifications, and Contract Documents and authorize the City Clerk to advertise for bids. Q. Resolution authorizing payment of warrants by the City. Recommendation: Adopt Resolution No. 00- C18. VI. CONVENE AS THE REDEVELOPMENT AGENCY A. Approval of Minutes. Recommendation: Approve minutes as written. B. Resolution authorizing payment of warrants by the Agency. Recommendation: Adopt Resolution No. 00- R5. 02/07/00 PAGE FOUR VII. ORDINANCES/SPECIAL RESOLUTIONS A. Second reading of proposed ordinance amending Division III of Article VI of Chapter 46 of the Azusa Municipal Code regulating Shopping Carts and Laundry Carts. Recommendation: Waive further reading and adopt Ordinance No. 00-O1. B. Second reading of proposed ordinance amending the City Zoning Map to reflect the reclassification of property located at 2027 No. San Gabriel Canyon Road from Community Facilities (CF), Residential Agriculture (RA), and Water Conservation (W) to Community Facilities (CF), Planned Residential Development (PRD), and Water Conservation (W), Case No. Z99-05. A Public Hearing was held on this issue on January 18, 2000. Recommendation: Waive further reading and adopt Ordinance No. 00-O2. C. Second reading of proposed ordinance approving the pre-zoning for the 77-acre portion of the project site within the County of Los Angeles (Zone Change Case Z-99-5). A Public Hearing was held on this issue on January 18, 2000. Recommendation: Waive further reading and adopt Ordinance No. 00-O3. VIII. ADJOURNMENT A. Adjourn.
