Recommendation Adopt resolution authorizing the submittal of grant application to the California Integrated Waste Management Board. Background The attached resolution is required to apply for used oil block grant funds (sixth cycle)which amount to $15,884 in each of the next three fiscal years from the California Integrated Waste Management Board. No matching funds are required. The application (Exhibit A) and resolution of authorization(Exhibit B) from the City Council must be sent to the Board by April 6, 2000. The block grant is awarded on a per-capita basis and will be used to continue the used oil recycling program that began with the first cycle and continued through the fifth cycle. In the past,the program has primarily involved public education through staff and consultant-provided services, and distribution of used oil containers and other items. Such efforts are expected to continue, however, more dollars will be spent on supplying used oil collection centers with containers which will be distributed to Azusa residents free of charge. Other funds will be spent on newspaper ads, flyers which can be inserted into utility bills, and for promotional items. Findings This program has encouraged proper disposal of used oil in the past and will be monitored for continued improvement in the future. 3/200 Fiscal Impact g/1-61r+ Will add about$15,900 to annual budget for next three years for used oil recycling. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF GRANT APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR USED OIL RECYCLING BLOCK GRANT FOR MULTIPLE YEAR, MULTIPLE GRANT APPLICATIONS, 2000/2003. WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS,the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by cities under the program; and WHEREAS,the applicant will enter into an agreement with the State of California for implementation of a used oil collection program; NOW,THEREFORE,BE IT RESOLVED that the City Council of the City of Azusa: SECTION 1. Authorizes the submittal of grant applications to the California Integrated Waste Management Board for all available grants under the California Oil Recycling Enhancement Act and all available Household Hazardous Waste grants under the California Integrated Waste Management Act for the period of 2000/2003. SECTION 2. The City Manager, or their designee, is hereby authorized and empowered to execute in the name of the City of Azusa all necessary applications, contracts, payment requests,agreements,and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application. SECTION 3. The City Clerk shall certify to the passage and adoption of this resolution, and the same shall thereupon take effect and be in force.
