The City Council of the City of Azusa met in regular session at the above time and place. Mayor Memmesheimer called the meeting to order and Call to led in the salute to the flag. Azusa, with the request for appointment of a proxy for Water Co.'s the City to vote on 4,677 share of stock. stockholders mtg.on 1/18/65 The Mayor recommended that Councilman Jackson repre- sent the City and City Administrator Foxworthy and City Attorney Williams also attend the meeting, if possible. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the recommendation of the Mayor be approved and that Councilman Jackson be appointed as proxy for the City at the meeting. The City Engineer submitted two agreements for Right- 2 Agmts.with of -Way for realignment of Cerritos Avenue and 5th City and Street, between the City and Thomas T. and Alice F. Measons and Meason (portion of Lot 4, Tract 17624) and between Boydstons re: the City and David L. and Rosanne Boydston (portion R/W for re - of Lot 6, Tract 17624), both agreements having been align.Cerritos examined and approved by the Assistant City Attorney. & 5th Moved by Councilman Cooney, seconded by Councilman Jackson and unanimously carried that execution of both Agreements be authorized. The City Clerk reported the receipt of a copy of the Calif.Co.Rd. California County Road and City Street Progress and & City Street Needs Report, prepared by the Department of Public Progress & Works, Division of Highways. Needs Report from Div.Hwys. A communication was submitted by Superintendent of Req.for new Light and Water Smith, requesting that Council ask classif.of the Personnel Board to prepare a classification for Apprentice Apprentice Lineman in the Light and Power Department. Lineman This new classification would effect a program for training the City's Lineman Helpers and would be promotional. Moved by Councilman Jackson, seconded by Councilman ' Cooney and unanimously carried that the Personnel Board be instructed to prepare a classification of Apprentice Lineman and submit to Council for approval. The City Administrator reported that the plans and Report on specifications for the new Light and Water office plans & specs. building had not been received for presentation. for L&W bldg. Foxworthy advised Council that as a result of dis- cussions with the telephone representatives that by enlarging the present equipment, it would more ade- quately serve the needs of all the departments and, also, would eliminate the need of reducing the size of the space in the proposed plans. Following discussion, it was Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the City Clerk be authorized to advise the architects that the Light and Water office area remain at the present ' size, but the telephone equipment at City Hall will be enlarged to -take care of the new Light and Water building, and, also move that the City Administrator confer with the Telephone Company for the larger equipment. A request was received of Jim Espinosa to attend a Req.attend. conference of California Association of Purchasing conf.Cal. Officers at Sacramento, January 27, 28 and 29, 1965, Assn.Purchsg. with $150 advance accountable expenses. Officers 1/27,28,29 J.Espinosa (tabled) CITY HALL AZUSA, CALIFORNIA MONDAY, JANUARY 4, 1965 Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the request be tabled to meeting of January 18, 1965, and that Council be furnished with copies of the Agenda for ' the Conference. A report was submitted by the City Engineer and Superintendent of Public Works regarding the com- pletion of improvements of the north side of 13th Street, from Alameda Avenue to Azusa Avenue. The report pointed out the drainage problem created by having a half street which does not have the capacity to handle the run off, resulting in the water over- flowing the curb and causing damage to property on the southeast corner of Azusa Avenue and 13th Street. Coral Investment Company, owners of the new develop- ment on the north, has agreed to dedicate the necessary easement and contribute $350 toward the construction of curbs, with the City providing the street construction. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the City Engineer be authorized to obtain the roadway easement and $350 from Coral Investment Company, and that the Public Works Department be authorized to proceed with the work of improving 13th Street on the north side to Azusa Avenue to alleviate the drainage problem. A report was received from the City Engineer regarding ' the acquisition of the right-of-way for the construc- tion of Todd Avenue from the Pacific Electric Railroad to Sierra Madre Avenue. The report stated that Rodeffer Industries have agreed to dedicate and con- struct the East half of Todd Avenue from 10th Street to Sierra Madre Avenue, and recommended acquiring the right-of-way from American Cyanamid for the west half of Todd Avenue, estimated at $19,855, and authorize the preparation of plans and specifications to in- clude all of Todd Avenue. Moved by Councilman Mc Lees, seconded by Councilman Cooney and unanimously carried that the recommenda- tion of the City Engineer be approved, subject to approval of the Public Utilities Commission to cross over the Pacific Electric tracks at Todd Avenue. A report was received from the City Engineer and Chief of Police regarding the traffic study at Cerritos Avenue and Gladstone Street, indicating the need for traffic signal installation. The report recommended that 4 -way stop signs be installed, with traffic signal installation project to be included in next year's budget, authorizing the preparation ' of plans and specifications. Moved by Councilman Mc Lees, seconded by Councilman Cooney and unanimously carried that the City Attorney be authorized to prepare an Ordinance for 4 -way stop signs at intersection of Gladstone Street and Cerritos Avenue. Moved by Councilman Mc Lees, seconded by Councilman Cooney and unanimously carried to authorize the Engineering Department to prepare the plans and specifications for traffic signal installation, under the 1965-66 budget. Proposed acquisition and const. of Todd Ave. from 10th to Sierra Madre Report - Traffic Study @ Cerritos & Gladstone -4-way stop CITY HALL AZUSA, CALIFORNIA MONDAY, JANUARY 4, 1965 The City Administrator advised Council of an invitation from the City of Alhambra to the members of City Council, the City Attorney and City Administrator to attend a meeting on Monday, January 11, 1965, at 1:30 ' p.m., regarding the Long Beach water suit, which include the cities of Azusa, Monterey Park and Alhambra. City Attorney Williams will have a report at next Council meeting on January 18, 1965. No action was taken on the above matter. The City Administrator presented an Agreement dated August 24, 1964, between the State Department of Public Works, Counties of Los Angeles, Orange, San Bernardino, Riverside, Ventura, Ratifying Cities and Southern California Rapid Transit District which will provide organizational and working arrangements for a continu- ing coordinated comprehensive transportation planning process in the Los Angeles Regional Transportation Study area. The City Administrator reported that representatives ' of the State Highway Department will meet with him and the Superintendent of Public Works regarding the trimming of palm trees on North Azusa Avenue on Wednesday, January 6, 1965, at 10:00 a.m. and will have a report at the meeting of January A, 1965. Freeway A communication was received from Mrs. Betty Comer- ford, 1184 Oak Grove Drive, Los Angeles, commending the City on the decorations of the City streets and the Christmas tree. Also, received were copies of letters from the Azusa Chamber of Commerce addressed to Mr. Virgil Smith, Superintendent and members of Light and Water, and Mr. James Brusnahan, Superintendent and members of Public Works Department, expressing thanks and appreciation on the Christmas tree and Nativity Scene. Moved by Councilman Rubio, seconded by Councilman ' Cooney and unanimously carried that the communications be filed. Mayor Memmesheimer notified Council of the Pasadena - San Gabriel Area Hospital Planning Committee, Monday, January 11, 1965, at 12:45 p.m. in Madonna Hall of Santa Teresita Hospital. Due to conflict of the water suit meeting, Council would be unable to attend, and the Mayor requested that an answer be sent, sending regrets. Angling Club status Assistant City Attorney Terzian stated that he had ' contacted Mr. Bumb, the attorney handling the bank- ruptcy., and was advised that the property itself is not in the hands of the Bankruptcy Court, and there was a possibility of the sale to a third party, and that, some development should occur within 30 days. The Attorney informed Council that he will make recommendations at the next Council meeting. Councilman Jackson requested the City Administrator Notices re: to send cards to all groups who responded and appeared Sister City interested in the Sister City Program giving notice Program of the meeting to be held on January 19, 1965, at 7:30 P.M. Discussion was held by Council regarding a structure Unsafe located at 532 North Azusa Avenue, owned by Alfred P. Structure Olmstead, retired attorney, which has been vacant and @ 532 N. is a fire hazard. An Ordinance was presented amending the Municipal Ord. #825 Code, Section 9207.68, to rezone certain property, Rezone to being all of Lots 1 to 10 inclusive, Block 44, Map C-3 of Azusa, located on the southwest corner of Azusa (P.C. Avenue and Sixth Street, to C-3 General Commercial Initiated) Zone, initiated by the Planning Commission. Councilman Mc Lees offered for second reading the following Ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE AZUSA MUNICIPAL CODE TO REZONE CERTAIN PROPERTY. Moved by Councilman Cooney, seconded by Councilman Mc Lees and unanimously carried that the subject party, Miss Ruthe Mayse, be notified advising her that the Municipal Code makes no provision for waiving of require- ments as set forth, and that application for a Condition- al Use Permit may be made through the Planning Department. Councilman Cooney offered the following Resolution Res. #4774 entitled: Bills & Reqs.
