SUBJECT: EXPENDITURE REQUEST FOR NEW BMW POLICE MOTORCYCLE
RECOMMENDATION.
Purchase one new BMW police motorcycle to replace our 1990 Kawasaki. The initial cost of the motorcycle is
$19,335.12 with a buy back refund of$9,258.70 after three years.
BACKGROUND:
Currently we have 3 motorcycles,two 1996's and one 1990. The upkeep and maintenance has become more than
is worth keeping them as regular units, especially the 1990. The 1990 will be rotated out of service and could be
used as a training motor in the future. The remaining two 1996's will remain in service until they can be rotated out
as well.
The police motorcycle we use now is the Kawasaki KZ-1000. For the past 25 years they have been the preferred
motorcycles for law enforcement,even though the over all design has changed very little. Based on a CHP study,
the average maintenance cost per mile for the Kawasaki is 29 cents,with a suggested service interval of 3000
miles. The average per mile cost for the BMW is 15 cents per mile,with a service interval of 6000 miles.
The new technology in the BMW is designed to make the motorcycle safer and more cost efficient. The most
significant improvement is the anti-lock braking system. A majority of motorcycle traffic collisions involve panic stops
and any decreased stopping distance would be a great advantage to the officer. Also, the motorcycle is designed to
put more rubber on the road for better handling in turns. The motorcycle also has many other improvements over
the Kawasaki, including heated hand grips, adjustable windshield and increased storage space.
Finally, after 3 years or 60,000 miles, BMW will buy back the motorcycle for$9,258.70,which brings the total for
the motorcycle down to $10,076.42.
Based on the increased officer safety features and savings in maintenance cost, along with the buy back program,
we should buy one BMW to be used in patrol.

Purchase is budgeted from F/Y 2000/01 General Fund account #10-20-310-000-7135.
