Invocation - Father David Granadino of Saint Frances of Rome Church. ! Roll Call I. CEREMONIAL - A. Presentation of Certificate of Special Recognition to Joe Mogilewsky, Plant Manager of GenCorp Aerojet, in appreciation of a generous donation of Self-Contained Breathing Apparatus, Class AA@ Suits, and air tank to the City of Azusa Police Department Special Enforcement Team (S.E.T.) B. Presentation of statue by Councilmember Stanford, received from Governor Hassan Hemeidi of El-Minga, Egypt, to the City of Azusa. C. Superintendent of Azusa Unified School District, Rod Gaeta, to deliver a ABack to School@ message. D. Presentation of Certificates of Commendation to Azusa National Little League All-Stars District 19 Champions. II. PUBLIC PARTICIPATION (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker=s questions or comments, shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) A. Mrs. Rosemary Salce, Chairperson, and the Golden Days Committee members, to address Council to provide an update on Golden Days events. III. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS FROM STAFF A. Mayor Pro-Tem Rocha - Request to donate $100 to Andrew Montes, who has been selected to go to Venezuela to play in the Pan American Baseball Games. B. Associate Director of Recreation and Parks Jacobs to provide an update on the Skate Board Park. C. Request from City Clerk to set date, time and place, in order for Council to conduct Board and Commission Interviews. IV. SCHEDULED ITEMS AIf you challenge the City=s proposed action in court, you may be limited to raising those issues that you or someone else raised at the public hearing described in this Agenda, or in any written correspondence delivered to the City on or prior to the public hearing.@ A. PUBLIC HEARING - to consider amending Chapter 62 of the Azusa Municipal Code, regarding construction work in streets. Recommendation: Open the Public Hearing, receive testimony, close the Hearing. 1. Waive further reading and introduce Ordinance amending Chapter 62 of the City of Azusa Municipal Code regarding construction work in streets. 2. Adopt the Street Utility Cut Guarantee form. 3. Approve the AWorkmanship and Performance Warranty Fee@ chart and the accompanying Resolution No. 00-C93, establishing a special AStreet Repair Fund@ and setting aside fees generated for street repair work only. 4. Approve new standard details for pavement repairs, patterned after the City of Pasadena. 09/05/00 PAGE TWO V. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. A. Approval of Minutes. Recommendation: Approve minutes as written. B. First Amendment to Agreement with West Coast Arborist, Inc. West Coast Arborist has extended the terms and conditions of the agreement, with Azusa=s Recreation and Parks Department, for tree maintenance services, to include tree maintenance services to the Light & Water Department. Recommendation: Approve the First Amendment to the Agreement with West Coast Arborist, Inc., in an amount not to exceed $60,000, with additional years of tree maintenance to be done according to department needs. C. Letter in Support of AB 2643. Foothill Transit has asked the City to support passage of AB 2643, which would ensure that the Los Angeles County Metropolitan Transportation Authority (MTA) equitably distributes bus operating and capital funds throughout Los Angeles County. Recommendation: Authorize the Mayor to sign attached letter to Governor Gray Davis, stating the City of Azusa=s support. D. Acceptance of offer of Grant of Easement. The Water Division has required an easement from the developer/grantor for the property at 101 W. Foothill Blvd., Azusa. Recommendation: Accept the offer of Grant of Easement from Topaz-Azusa, LLC., and direct the City Clerk office to file same in the Office of the Los Angeles Registrar-Recorder. E. Human Resources Action Items. Recommendation: Approve. Merit Increase and/or regular appointment. H. Vuong, and S. Seffer. New Appointment: S. Kenoyer, Sr. Accountant, effective September 6, 2000. Promotional Appointment: G. Zendejas, Police Officer, effective September 12, 2000. F. Consulting Services for Landscaping and Irrigation on San Gabriel Canyon Road, North of Sierra Madre. Staff circulated a Request for Proposals for Landscaping and Irrigation Improvements on San Gabriel Canyon Road. Recommendation: Award the contract to George Boghossian and Associates in the amount of $24,500. G. Specifications for City-Wide Concrete Improvements. The project will address raised sidewalks, broken curbs & gutters, and other miscellaneous concrete repairs in certain areas of the City. Recommendation: Approve the specifications and authorize the City Clerk to advertise for bids. H. Support for AB 995 (Wright) concerning Public Benefits Program. The support of AB 995 would extend public benefit programs funding through electric rates until 2012. Recommendation: Authorize the Mayor to sign letter to Governor Davis in support of AB995. I. Class Specification for Geographic Information Systems Technician and establishing a salary. Information Services Department has requested that the classification specification and establishment of a salary be adopted for the above noted position. Recommendation: Adopt Resolution No. 00-C94. 09/05/00 PAGE THREE J. Purchase of one new BMW Police Motorcycle in the Azusa Police Department. This motorcycle will replace a 1990 Kawasaki, which has become too costly to maintain. Recommendation: Approve the purchase in the amount of $19,335.12, with a buy back refund of $9,258.70, after three years. K. Two separate Resolutions authorizing payment of warrants by the City. Recommendation: Adopt Resolution Nos. 00-C95 and 00-C96. VI. CONVENE AS THE REDEVELOPMENT AGENCY A. Approval of Minutes. Recommendation: Approve minutes as written. B. Four separate Resolutions authorizing payment of warrants by the Agency. Recommendation: Adopt Resolution Nos. 00-R23, 00-R24, 00-R25 and 00-R26. VII. CLOSED SESSION A. CONFERENCE WITH REAL PROPERTY NEGOTIATOR (Gov. Code Sec. 54956.8) Property Address: 1160 West Gladstone Street, Azusa, CA. 91702 Negotiators: Utilities Director Hsu. Under negotiation: Terms for sale. B. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION (Gov. Code Sec. 54956.9 (a) and (c )). One Case. C. CONFERENCE WITH LABOR NEGOTIATOR (Gov. Code. Sec. 54957.6). Agency Negotiators: Chief Negotiator Bill Floyd, and Human Resources Manager/Personnel Officer Dottie Wallace. RE: Bargaining Units: ACEA, AMMA, APOA, IBEW, APMA, CAPP and Laborers Local 1082. VIII. ADJOURNMENT A. Adjourn to Monday, September 11, 2000, 6:30 p.m., at the Azusa Light and Water Conference Room, in order to conduct a Joint Council Workshop with Utility Strategic Mission Working Group.
