HomeMy WebLinkAboutO - 4 Recommendation for Establishing a Reward for the Murder of Mr. Gujuan Sallee 4,4,4111t - AZUSA c IDA ITE, MEMORANDUM TO: Honorable Mayor and City Council FROM: Chief King Davis VIA: City Manager Rick Cole DATE: November 2, 2000 SUBJECT: Recommendation for Establishing a Reward for the Murder of Mr. Gejuan Sallee Recommendation: Approve the City Manager to establish a reward in the amount of$15,000 from the City of Azusa General Fund for information leading to the arrest and conviction of the suspect(s) in the murder of Mr. Gejuan Sallee. In addition, it is recommended that the Chief of Police be approved as the responsible party for establishing a protocol for the issuance of any monetary rewards. Background: On Tuesday,August 8, 2000 at 4:50 pm, Mr. Gejuan Sallee was shot and killed in the parking lot of the Foothill Shopping Center located at the intersection of Citrus Ave. and Alosta in Azusa. Mr. Sallee was a 24 year old professional nurse who had gone to an auto parts store to purchase speaker wires for his car. Unknown suspect(s) fired numerous rounds striking and killing Mr. Sallee. Detectives have conducted a prolonged and intensive investigation into this heinous crime. They have combed the area for all physical evidence, and have canvassed the businesses in the shopping center and surrounding neighborhoods several times with hopes of developing leads to solve this crime. Investigators have asked for public assistance through the print and electronic media asking for any information that will result in a murder conviction. Information flyers in both English and Spanish have been provided to the community as well. Unfortunately, no credible tips helpful to the investigation have been realized and this murder remains unsolved. Although no known motive for this murder has been established, the Azusa Police Department is investigating this murder as a Hate Crime. The victim, Mr. Sallee, was African-American, and it is believed, but has not been factually established at this point, that the alleged suspect(s) are Latino. fid- #/k/o The Police Department is asking for a $50,000 reward from the Governor's Reward Fund from Governor Gray Davis. This request is pursuant to Penal Code Section 1547. The status of this request is currently under consideration from the Office of Criminal Justice Planning in Sacramento. Our hope is to receive a decision on our request very soon. We realize that nothing can replace the loss of a loved one who is taken from us. It is our hope that this reward would encourage people to come forward with information that will help us solve this case and provide Mr. Sallee's family with a sense of justice served. Fiscal Impact: An account of $15,000 will be specifically allocated as a reward fund for this purpose from unallocated reserves. This amount may be superceded by any reward funds received from the Governor's Reward Fund. It is recommended that this reward fund remain in existence until the end of this F/Y at which time it will be re-evaluated. Prepared By: Captain Bob Garcia
