SUBJECT: Grant Funding Expenditure Plan
Background
Law Enforcement and Public Safety in general, have traditionally been lagging in the area of
technology. In our case, we have had to rely on grant funds to equip our officers and support
staff with technological equipment. Even so, we sometimes fall short of our goal due to rapidly
changing technology and pricing. Realizing this, the State Legislature has passed Item AB 1740,
Chapter 52, Line item 9210-106-001, giving all police departments a minimum of$100,000 to
use for the purchase of technology equipment: California Law Enforcement Equipment
Procurement Program (CLEEP). Police Departments are to use the money to give officers the
technological tools they need to be better crime-fighters. A total amount of$115,998 has been
deposited to the City's bank account. There is no public hearing necessary.
Recommendation
In order to achieve a long-standing goal of equipping each police officer with a notebook
computer, it is recommended that Council approve the purchase a total of 40 notebooks and
$15-$20,000 to accomplish system integration between the field-reporting software and
Lucent's Records Management System..
This purchase would supplement our existing inventory of 25 laptops, and will enable us to issue
each patrol officer and detective a laptop. We will have a reserve of 8-10%. Standard
recommendation is a back-up inventory of 15%,however we are purchasing warranties which will
provide a one-week turn around to repair or replace defective units. We expect a three to five
year life expectancy. We currently have four units which have been deployed for nearly three
years with little complication. The only part of the unit that will not be covered under our
extended three-year-warranty is the screen. We plan to simply replace the entire unit in the

event of a screen malfunction, as the screen is nearly the cost of a new unit. There is also a need
to purchase this particular model (Armada E500) as soon as possible, as they have been
discontinued. Our in-vehicle mounts have been constructed to fit the case of the Armada E500.
To wait will place us in jeopardy of having a mix of units, which is incompatible with our patrol
laptop computer program. In order to provide maintenance support for this equipment after the
three year warranty period expires, it is our intent to use grant funding sources or other
alternative funds to support this program into the foreseeable future.
Fiscal Impact
This is a one-time entitlement grant offered by the State of California. We have already received
funding in the amount of $115,998. There would be no negative fiscal impact to the general
fund.

Legislative Summary:
1. The funds appropriated in this item for allocation by the State Controller
are intended to be for one-time grants to local enforcement agencies
for purchase of high-technology equipment.
2. Of the amount appropriated in this item, the State Controller shall
allocate a minimum grant of $100,000 to each city police chief, county
sheriff, and to the Broadmoor Police Protection District within the County
of San Mateo, the Bear Valley Community Services District and the
Stallion Springs Community Services District within Kern County, the
Lake Shastina Community Services District within Siskiyou County,
and the Kensington Police Protection and Community Services
District within Contra Costa County.
3. The balance of any remaining funds shall be allocated to county sheriff's
and city police chiefs in accordance with the proportionate share of
the state's total population that resides in each county, city, and city
and county, as determined on the basis of the most recent January
population estimate developed by the Department of Finance.
