SUBJECT: Change in Bus Pass Subsidy
Recommendation
I recommend reducing the Foothill Transit bus pass subsidy as follows:
"A" Senior/Disabled from $4.00 to $3.00
"B" Student (K-12) from $7.00 to $5.25
"C" College from $8.50 to $6.50
"D" Local Lines from $18.50 to $14.00
and initiating a $20 subsidy for Express passes 3, 4, and 5.
Background
In 1993 the City of Azusa Council approved a subsidy program that made the "A", "B" and "C" passes
available to city residents at fifty percent of their face value. In 1996 the same fifty percent subsidy was
approved for the Local Lines "D" pass. The subsidy is offered on a first come, first served basis until
the monthly appropriation is used up. For several years the monthly cap was never reached. However,
during the last year demand started exceeding our available funds and we are now running out of
money sooner and sooner each month. The reduced subsidy would enable the City to subsidize the
average number of passes that have been sold per month for the last 14 months, and make it possible
to initiate a $20 subsidy for the express passes as well.
Fiscal Impact
There would be no fiscal impact. The total monthly subsidy would remain the same, but would be
spread over a broader base.
