Invocation - Reverend Mark Carlson of the First Presbyterian Church. ! Roll Call I. CEREMONIAL A. Ms. Marcia Maclean and the Foothill Girls Chorus to sing a musical selection. B. Presentation of Certificates of Appreciation to all who participated in the November 11, 2000, Veteran=s Day Ceremony. PLEASE NOTE: IF TIME ALLOWS, CITY COUNCIL WILL RECESS TO CLOSED SESSION TO DISCUSS ITEMS LISTED AT THE END OF THIS AGENDA. II. PUBLIC PARTICIPATION (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker=s questions or comments, shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) III. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS FROM STAFF A. Ms. Cheryl Stewart, Senior Librarian, to provide an update on the Children=s Literacy Program with Azusa Pacific University and the Azusa Reads Program (formerly America Reads). IV. SCHEDULED ITEMS A. Letter of Resignation from Adolph A. Solis, City Clerk of the City of Azusa. Recommendation: Accept the letter of resignation. B. Consideration of adoption of Resolutions to place Measures AA@ and AB@ on the City=s General Municipal Election to be held on March 6, 2001. 1. Proposed resolution calling for Measure A - a measure to amend the business license tax ordinance concerning changes in home-based business tax and out-of-town businesses tax; and , Measure B - a measure concerning the residential rental properties tax. a. Proposed ordinance regarding business license tax, and; b. Proposed ordinance regarding rental housing flat rate. 2. Proposed resolution authorizing ballot arguments and directing the city attorney to prepare an impartial analysis of Measures A and B. Recommendation: Waive further reading and adopt Resolution Nos. 00-C138, and 00-C139; and waive further reading and adopt Ordinance Nos. 00-O13 and 00-O14. V. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. A. Approval of Minutes. Recommendation: Approve minutes as written. B. Notice of Completion - Water Main Replacement - Project No. 99-01. Simich Construction Company has completed the Water Main Replacement project in accordance with the plans and specifications. Recommendation: Accept the project as complete; approve notice of completion and authorize it=s recordation. 12/04/00 PAGE TWO C. Southern California Association of Governments= (SCAG) Draft Regional Transportation Plan (RTP). On November 14, 2000, staff was made aware that the Southern California Association of Governments did not recommend one of the project that is most critical for Azusa as well as the eastern San Gabriel - Phase II of the Blue Line Light Rail Project would extend the project from Pasadena to Claremont and would include Azusa as one or more of its stops. Recommendation: Authorize the Mayor to send letters of support urging SCAG to include funding of Phase II of the Blue Line Light Rail Project in their Draft Regional Transportation Plan. D. Request For Proposals for Skateboard Park Design. This is the next step for the City skate park process. Recommendation: Approve the request for proposal and authorize the advertisement and formal bidding for architectural services and skate park design for the City of Azusa=s proposed skate park facility. E. Light and Water rebates for Community Forum door prizes. Staff is requesting $25.00 Light and Water rebates to be used as door prizes for the December 9, 2000, Community Forum, where the community will come to voice their opinion on the General Plan and how they would like the city to grow and/or change. Recommendation: Approve the request. F. Agreements relating to the County Sluicing Project. The following agreements are presented: Memorandum of Understanding between the City of Azusa, the City of Glendora, and California American Water Co. for the operation of the Canyon Basin, Agreement between the City of Azusa and the County of Los Angeles regarding funding and operation of two wells to be drilled at the spreading grounds and appurtenant pipelines and facilities, and Agreement between the City of Azusa and Layne-Christensen Company for the drilling and equipping of two wells at the spreading grounds and appurtenant pipelines and facilities. Recommendation: Approve the Agreements as presented and authorized execute of same. G. Agreement with Jamkar Engineering for the Structural Evaluation of the Azusa Woman=s Club. The RFP included structural, mechanical, asbestos, moisture intrusion, handicap access, as-built plans, and the final report of a cost estimate. Three proposals were received. Recommendation: Approve the agreement with Jamkar Engineering in the amount of $30,000. H. Human Resources Action Items. Recommendation: Approve. Flexible Staffing Promotional Appointment: D. Mortensen, Senior Office Specialist, effective 11/2/00. I. Amendment to Resolution Setting Forth Benefits and Salaries for Non-Represented employees. The resolution will adopt salaries for the part-time position of Bus Driver Assistant and Associate, revise hourly salaries for part-time police dispatcher and police records specialists, equal to full time counterparts, delete full-time non-represented, non classified positions of Literacy Coordinator and Literacy Program Assistant, Update Designated Holidays list, and make clerical corrections in the Benefits section. Recommendation: Adopt Resolution No. 00-C140. 12/04/00 PAGE THREE J. Memoranda of Understanding - Azusa Police Management Association; Azusa Middle Management Association and Laborers International Union of North America, Local 1082. Mr. Floyd, assisted by Geoff Craig, Assistant City Manager, and Dottie Wallace, Human Resources Manager/personnel Officer negotiated in good faith with representatives of these groups. The attached Memoranda of Understanding reflects the results of the negotiations. Recommendation: Adopt Resolution Nos. 00-C141, (APMA), 00-C 142 , (AMMA), and 00-C143, Local 1082, approving the Memoranda of Understanding for the groups. K. Resolution authorizing payment of warrants by the City. Recommendation: Adopt Resolution No. 00- C144. CONVENE AS THE AZUSA REDEVELOPMENT AGENCY VI. SCHEDULED ITEMS A. Public Hearing - regarding Tax and Equity Fiscal Responsibility Act (ATEFRA@): Villa Azusa Senior Apartments, 200 East Gladstone Street, Azusa. Recommendation: Open the Hearing and continue to the Agency Board=s regular meeting of December 18, 2000. VII. REDEVELOPMENT AGENCY CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. Second reading and adoption of proposed Ordinance regarding Code Amendment No. 213. The proposed ordinance would amend the Azusa Municipal Code Chapter 88, adding definitions for ABusiness Support Services@ and APrinting and Publishing@ and adding Business Support Services as permitted uses in the C-1, C-2, C-3, CBD, PID, and M-2 Zones. Recommendation: Waive further reading and adopt Ordinance No. 00- O15. 12/04/00 PAGE FOUR IX. CLOSED SESSION A. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (Gov. Code Sec. 54956.9 (a)).
