DAVIS, JR., CHIEF OF POLICE ) \s‘j � VIA: RICK COLE, CITY MANAGER / C" \11/ DATE: FEBRUARY 20, 2001 SUBJECT: APPROVAL OF A REVISED FOOTHILL AIR SUPPORT TEAM (FAST) JOINT POWERS AGREEMENT (JPA) RECOMMENDATION: It is recommended that the City Council approve Alhambra's participation in the FAST Program and approve the revised JPA, authorizing the Chief of Police as a member of the Executive Committee to approve future admissions into the program on behalf of the City of Azusa without re-adoption of the JPA. BACKGROUND: The City of Alhambra has asked to join the Foothill Air Support Team (FAST) as a member of the JPA. FAST has been operating a test project since November 3, 2000 which included Alhambra as part of the weekend patrol service. Since the test project began, the program has continued to operate smoothly, with little or no significant reduction in service or response times to requests for assistance. The Executive Committee Members of the participating cities (Chiefs of Police from the cities of Arcadia, Azusa, Covina, Monrovia, and West Covina) have unanimously approved Alhambra's inclusion in the JPA. Their participation will also require them to pay an annual cost of $56,127 for their share of the helicopter services. By including Alhambra into the JPA, there is a strong possibility that the program's services could be expanded to three nights per week from the current two nights per week due to the increase in revenue. The Executive Committee also recommends revisions to the JPA (attached) allowing the Executive Committee to approve admissions of new member cities without requiring re- adoption of the JPA by each agency's City Council. As currently written, each time a potential d /zS/ new member agency applies for inclusion in the JPA, City Council approval is required.
