HomeMy WebLinkAboutC- 7 Resolution Establishing Salary & Benefits for Redevelopment Agency k` OP 6 ' � t # a•, ^' ��`` ter.....,. ...::.. .. ,. .. ,. ........�� .... . ....:... ... .. . ..�_a.,.,,,.M._. .: ...,.... ... ...__....� ;� - .,...........� AZUSA AGENDA ITEM TO: HONORABLE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY FROM: VICTORIA CROSS, DIRECTOR OF HUMAN RESOURCES/PERSONNEL OFFICER VIA: RICK COLE, CITY MANAGER lQde DATE: APRIL 16, 2001 SUBJECT: RESOLUTION ESTABLISHING SALARY AND BENEFITS FOR THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA AND OFFICER STIPENDS FOR ATTENDING AGENCY BOARD MEETINGS RECOMMENDATION It is recommended that the Board of Directors approve and adopt the attached Resolution establishing compensation and benefits for the Redevelopment Agency of the City of Azusa and Officer Stipends for attending Redevelopment Agency Board Meetings. BACKGROUND The Redevelopment Agency of the City of Azusa ("Agency")was established on May 7, 1973, to alleviate conditions of blight and stimulate economic development in the community. The City Council serves as the Board of Directors of the Agency. Agency administration is conducted under the direction of the City Manager, who serves as the Agency's Executive Director. In 1986, the Azusa City Council established full-time employee staffing in the Redevelopment Agency. Prior to 1986, the Agency was staffed by consultants, contract and/or part-time employees. Historically, the City Council has adopted a Memorandum of Understanding(MOU) to establish salary and benefits for Agency employees. As advised by the City's Attorney, Redevelopment Agency employees are considered "at-will" to the Agency, and not formally represented by a City recognized association or union. Therefore, salary and benefits for these employees Should effectively be established by resolution. ‘4,4,„„ rte` As existing Agency employee benefits are tied to the benefits offered to commensurate City employees through effective MOU's, this Resolution will establish the benefits appropriately. Additionally,the established salary ranges for classifications within the Agency will be established as previously adopted by various resolutions. Lastly, the Resolution will also acknowledge the existing $30.00 per meeting stipend for the elected officials as set by statute. FISCAL IMPACT No impact to the General Fund. Funding for employee salary and benefits of the Redevelopment Agency have been approved in the Fiscal Year 2000-2001 budget. • RESOLUTION NO. RESOLUTION OF THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ESTABLISHING SALARY AND BENEFITS FOR THE REDEVELOPMENT AGENCY AND OFFICER STIPENDS FOR ATTENDING AGENCY BOARD MEETINGS WHEREAS,the Redevelopment Agency of the City of Azusa is a public agency corporate and politic (the "Agency"); and WHEREAS;the Agency is an employer of employees deemed to be at-will employees;and WHEREAS, the City of Azusa provides all personnel services for Agency employees; and WHEREAS, the City negotiates, from time to time, with its recognized employee bargaining units to establish employee benefits; and WHEREAS, Agency employees are not members of the City's bargaining units; and WHEREAS,as a matter of efficiency, the Agency's employee benefits shall be established as set forth in various memoranda of understanding for City employees; and WHEREAS, under the Community Redevelopment Law of the State of California, the Agency may pay its officers a stipend for attending Agency Board meetings; NOW,THEREFORE, the Agency Board of the Redevelopment Agency of the City of Azusa does hereby resolve as follows: Section 1. The employee benefits for Agency employees shall be as follows: A. The Economic/Redevelopment Director shall be entitled to receive those benefits and salary adjustments provided for in the effective "Classified Executive Management Memorandum of Understanding", as approved by the City Council from time to time. B. All other employees of the Agency shall be entitled to receive those benefits and salary adjustments provided for in the effective the Memorandum of Understanding for "Non-represented/Non-Classified Employees", "Azusa Mid-Management Association" and "Azusa City Employees' Association", as approved by the City Council from time to time. Section 2. The Agency Board shall receive a stipend of$30.00 per meeting attended each month; provided, however, that the maximum stipend shall not exceed $120.00 in any single month. APPROVED AND PASSED by the City Council of the City of Azusa at a regular meeting held on the 16th day of April, 2001.
