'4140-0411111571!4::�� AZUSA CONSENT CALENDAR TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: NASSER ABBASZADEH, CITY ENGINEER / (, VIA: RICK COLE, CITY MANAGER I v DATE: JUNE 18, 2001 SUBJECT: FOURTH AMENDMENT TO THE LONG RANGE CAPITAL IMPROVEMENT PROJECTS (CIP) BUDGET 2001-2005 JOINT CITY OF AZUSA AND LA COUNTY STORM DRAIN PROJECT RECOMMENDATION It is recommended that the City Council approve the fourth amendment to the long range capital improvement projects (CIP) budget by appropriating $200,000 to fund the following project: • Joint City of Azusa and LA County "Woodcroft" storm drain project from the sewer fund. BACKGROUND In response to resident requests and flooding conditions in the"Woodcroft"area(a location map is attached and Azusa neighborhoods are shaded), LA County performed an initial study and determined storm drain lines are needed on Lark Ellen, Enid, and Arrow Highway. The proposed system will cover LA County residents as well as Azusa neighborhoods.The project will cover the following quadrant: East of Lark Ellen-north of Arrow-west of Azusa-south of Gladstone (partially). LA County estimate of the construction cost is $1,500,000. Staff has negotiated the following Agreement with LA County: 1. Azusa to prepare design plans and receive County approval of the same (estimated at $200,000). //.6f/o/ 2. LA County will pay for the actual construction(estimated at$1,500,000),and provide contract management (estimated at $450,000). That is, Azusa cash contribution will be about $200,000, while LA County will contribute about $2,000,000 to the project. A copy of the LA County Letter Agreement is attached to this report. Upon approval of the project, Engineering will prepare a request for proposals, select an engineering firm to design the project, and complete the design portion before the end of the year. LA County has designated funds to construct the storm drain project after January 1, 2002. Fourth CIP Amendment On January 16, 2001, City Council approved the 2001-2005 long range capital improvement projects (CIP) budget which funded $11,719,529 in capital needs. On March 20, 2001 City Council approved the first amendment to this budget by adding $1,412,400 for additional projects. On April 2, 2001, City Council approved the second amendment to this budget by an additional $10,000. On May 7, 2001, City Council approved the third amendment to this budget by an additional $2,925,643. This action will appropriate $200,000 in new funding for the "Woodcroft" storm drain project. FISCAL IMPACT This action appropriates $200,000 in Sewer Funds for the "Woodcroft" storm drain project. We hereby confirm our intention to finance, advertise, and administer the construction contract for the project in Fiscal Year 2001-02 upon our approval of the plans and specifications. Following completion of construction,the County will own,operate,and maintain the storm drain. As indicated in the enclosed planning study, the project is to be constructed entirely within the existing street right of way. If further study reveals that additional right of way is required, the County will be responsible for acquisition of the necessary rights of way and the associated costs. Prior to advertisement of the project for construction, your City Council will need to take the following actions. Approve the plans and specifications. • Adopt the environmental finding and any related documents. • Grant the County permission to occupy and use the public streets in the City of Azusa to construct, operate, and maintain the drain. • Issue the needed Excavation Permit on a no-fee basis. • Where legally possible and upon request by the County, grant, transfer, or assign all prior rights over utility companies when necessary to construct the drain. ,Mr. Nasser Abbaszadeh May 24, 2001 r/ Page 2 Please proceed with the design work and provide us with your project schedule by June 11, 2001. The schedule should include two three-week County review periods and provide for submittal of final plans, specifications, estimates, and regulatory permits by December 31, 2001. We have enclosed our Design Submittal Check List detailing the materials required for each review, a diskette containing electronic copies of our standard border sheets, and a sample set of storm drain plans and specifications for your reference.
