DATE: JULY 16, 2001 SUBJECT: AMENDMENT TO THE CITY'S POSITION CLASSIFICATION PLAN UPDATING AND RE-TITLING THE CLASS SPECIFICATION OF ASSISTANT DIRECTOR OF ECONOMIC DEVELOPMENT/REDEVELOPMENT(FORMERLY SENIOR REDEVELOPMENT PROJECT MANAGER) RECOMMENDATION It is recommended that the Redevelopment Agency Board approve and adopt the attached updated and re-titled class specification for the position of Assistant Director of Economic Development/Redevelopment (formerly titled "Senior Redevelopment Project Manager"). BACKGROUND A review of the existing class specification for the position of Senior Redevelopment Project Manager revealed the need for an update to the current description of job duties for this position. The class specification was revised to reflect the increased level of duties and responsibilities. The qualification guidelines for the position were updated increasing the years of professional experience from three (3) years to five (5) years of increasingly responsible experience. Additionally, the position is defined to serve in an acting capacity in the absence or at the designation of the Director of Economic Development. As the Economic Development Department handles both Economic Development and Redevelopment, a title change to Assistant Director of Economic Development/Redevelopment is appropriate. Additionally, the Assistant Director of Economic Development/Redevelopment will be considered a mid-management level position. This position remains assigned under the Resolution 01-R10 covering Redevelopment/Economic Development benefits and salary. FISCAL IMPACT The total increased annual cost be will be $7,300. Funding for the position of Assistant Director of Economic Development/Redevelopment is achieved combining approved funding in the FY 2001-2002 budget for the position of Senior Project Manager and Redevelopment Agencyfu ds. Date Adopted: Class Code: CITY OF AZUSA ASSISTANT DIRECTOR OF ECONOMIC DEVELOPMENT/REDEVELOPMENT DEFINITION Under administrative direction, coordinates, supervises, implements and directs redevelopment and economic development projects; provides professional and managerial level assistance to the Director of Economic Development; and performs other related duties as required. ESSENTIAL FUNCTIONS Duties may include, but are not limited to the following: Assists with the daily administration of Economic Development/Redevelopment projects/programs. Coordinates redevelopment and economic development projects and programs with various City departments; defines financial parameters on and priority of redevelopment and economic development projects Negotiates, monitors and ensures compliance with terms and applicable agreements on behalf of the Redevelopment Agency. Provides assistance to department management,other City personnel and the public in areas of Economic Development/Redevelopment; may direct the work of others involved in related activity. As an assigned representative of the department, may attend conferences, meetings, and/or public functions; may lead or participate in discussions regarding personnel or risk management issues; responds to inquiries and advises or provides assistance to the Director,other City employees,other agencies, and/or the public regarding Economic Development/Redevelopment matters. May act in the absence of the Director of Economic Development and attend functions on the Director's behalf. Prepares and evaluates request for proposals/quotes soliciting outside agents to perform land acquisitions, appraisals, relocation and site specific development projects; coordinates and supervises land acquisitions, relocations and demolition activities. Coordinates project area formation; prepares and negotiates Owner Participation and Disposition and Development Agreements. Coordinates the Agency's economic development efforts with local business, Chamber of Commerce and related governmental agencies and non-profit organizations. Researches and develops recommendations on redevelopment projects and Community Block Grant Programs, as well as redevelopment planning and strategic vision for the Department. Provides assistance and training to departmental personnel as necessary. May supervise and/or evaluate departmental staff. QUALIFICATIONS GUIDELINES Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include equivalent to a Bachelor's degree from an accredited college/university in Public Administration,Business Administration or closely related field, AND five (5) years of recent, increasingly responsible, professional work experience in management, financial and economic analysis of redevelopment projects and/or real estate transactions. Knowledge, Skill and Abilities Thorough working knowledge of the principles and practices of Federal, State and local laws, regulations and procedures concerning community redevelopment and economic development projects; financial procedures and regulations pertaining to real estate,loan management,property improvements and project formation analysis; grant writing and monitoring; and techniques and methods of effective supervision. Ability to plan, organize and carry out assignments with minimal supervision and direction; assist in developing new policies;supervise the work of assigned staff;communicate clearly and concisely, both orally and in writing; research and prepare complex and detailed reports on a variety of redevelopment and Community Block Grant projects; establish and maintain effective working relationships with the community at large, City staff, public officials and outside agencies; plan, direct and coordinate redevelopment and Block Grant activities; represent the Director, Department and City in a variety of meetings and functions; act in the Director's absence; supervise and review the work of staff and/or consultants; operate programs within allocated amounts; understand, explain and apply policies and procedures;analyze unusual situations and resolve them through application of management principles and practices; deal constructively with conflict and develop effective resolutions; interpret financial statements and cost accounting reports; and perform other related duties as required. SPECIAL REQUIREMENTS Possession of and ability to maintain a valid Class C California driver's license and a satisfactory driving record.
