RECOMMENDATION: It is recommended that the City Council authorize the resolution approving the Recreation and Parks Department to apply for funds for the Roberti-Z'Berg-Harris Urban Open Space and Recreation Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000. BACKGROUND: This is the first step for securing funding as per the procedural guide received from the state on Wednesday, August 22, 2001. Comments may be submitted by U.S. Mail at the above address, by fax to (916) 653- 6511, or by email to dvine a parks.ca.gov. Draft Procedural Guides can be downloaded at http://www.parks.ca.gov/index/grants.htm or a hardcopy can be requested by calling (916) 653-7423. Public hearings on the draft Procedural Guide will be held in Sacramento on September 19th, starting at 10:30 A.M. in the Resources Building, 1416 9th Street, Room 1412, and in Los Angeles on September 20th, starting at 10:30 A.M. in the Executive Board Room at the Municipal Water District Building, 700 North Alameda Street. At 10 A.M., prior to the start of each hearing, staff will make a brief presentation on the Murray-Hayden program. The Murray-Hayden Grant Program is a competitive program designed to address the critical lack of parks and services for youth in heavily urbanized areas. Eligible entities include heavily urbanized cities (with a population of 200,000 or greater) and heavily urbanized counties (with a population of 750,000 or greater), as well as eligible districts, federally recognized California Indian Tribes, and non-profit organizations within heavily urbanized cities and counties. Eligible projects include parks, park facilities, or environmental youth centers in immediate proximity to a neighborhood with a critical lack of parks, open space lands, or deteriorated park facilities, in an area of significant poverty and unemployment, and having a shortage of services for youth. Priority shall be given to projects employing neighborhood residents and at-risk youth. Approximately $43 million are available for this program. For more information, please visit the Office's web site or contact Ms. Deborah Viney at (916) 651-8572 or by email at dvine@parks.ca.gov. 2000 Bond Act Program Status September 12, 2001 Page Two • Riparian and Riverine Habitat Grant Program The initial public comment period has ended, and the revised draft guidelines will be posted for an additional public comment period beginning Wednesday, September 19, 2001 and ending at 5 P.M. on, or postmarked no later than Wednesday, October 10, 2001. The Final Procedural Guidelines for this program will be available in late October 2001. Project Applications must be received by 5 P.M. on, or postmarked no later than Friday, February 1, 2002. The Riparian and Riverine Grant Program is a non-matching, competitive program for cities, counties, eligible districts, eligible local agencies formed for park purposes and federally recognized California Indian Tribes. Eligible projects include the development of streamside trails, river parkways and/or improvement or acquisition and restoration of riparian habitat, riverine habitat, and other lands in close proximity to rivers and streams. All projects must have both a public access and restoration component. Approximately $10 million are available for this program. For more information, please visit the Grants office web site or call Mr. Dave Smith at (916) 651-8576 or email at dsmith anparks.ca.gov. • Roberti-Z'berg-Harris (RZH) Grant Program -The Final Procedural Guides for all three components of the RZH Grant Program are available on the Office's web site. Project applications for the RZH need basis competitive grants must be received by 5:00 P.M. on, or postmarked no later than Thursday, November 1, 2001. There are three components to the Roberti-Z'berg-Harris (RZH) Grant Program: 1) block grants allocated to urbanized and heavily urbanized areas based on population, 2) competitive grants for urbanized areas based on need, and 3) competitive grants for nonurbanized areas based on need. RZH grants are to be used for high priority projects that satisfy the most urgent park and recreation needs, with emphasis on unmet needs in the most heavily populated and most economically disadvantaged areas within each jurisdiction. Funds received as either block grants or as need basis grants may be used for acquisition, development, special major maintenance of recreation lands and facilities, and for innovative recreation programs. The RZH program requires a 30% match from non-state funds. RZH grants will be awarded on a competitive basis to eligible entities in urbanized and nonurbanized areas. In addition to cities, counties, and eligible 2000 Bond Act Program Status September 12, 2001 Page Three districts, federally recognized California Indian Tribes are also eligible for the needs basis grants. Eligible entities in urbanized areas may compete for approximately $4 million. Eligible entities in nonurbanized areas may compete for approximately $30 million. Museums. and Facilities for Wildlife or Environmental Education Grant Program(URCC) Program guidelines and application packages for the Urban Recreational and Cultural Centers, Museums and Facilities for Wildlife Education or Environmental Education Grant Program (URCC) were mailed to all eligible nominees. More than 460 projects were nominated requesting grant funding in excess of$410 million. Approximately $8 million are available for this extremely competitive grant program. Please note that only projects previously nominated by a member of the Legislature are eligible for submission. Comments may be submitted by U.S. Mail, by fax at (916) 653- 6511, by email to:jmalmeparks.ca.gov and at the public hearings mentioned below. Public hearings on the Draft Procedural Guidelines are scheduled as follows: In Sacramento, on Wednesday, October 17, 2001, at the Off-Highway Motor Vehicles (OHV) Recreation Division Office, 1725 23rd Street, Second Floor. Please check in with the receptionist for directions to the hearing room. In Riverside, on Thursday, October 18, 2001, at the California Citrus State Historic Park, 9400 Dufferin Avenue. The hearing will take place inside the State Park at the Sunkist Center. At both hearings, staff will make a short 2000 Bond Act Program Status September 12, 2001 Page Four presentation on the program at 10 A.M. and the public hearing will formally open at 10:30 A.M. There are two separate subprograms. Eligibility and timelines vary depending on the subprogram. 1) The Zoos and Aquarium Facilities Grant (ZAF Grant) eligible applicants include cities, counties, and non-profit organizations that operate Zoos and Aquariums accredited by the American Association of Zoos and Aquariums (AZA). Facilities must be accredited by AZA by the application deadline of April 1, 2002. Funds will be distributed on a pro-rata basis to eligible applicants. There is approximately $5.4 million in funds available for this Grant. 2) The Wildlife Rehabilitation Care Grant (WRC Grant) eligible applicants include publicly owned or nonprofit zoos and wildlife centers that may not be accredited, but that care for animals that have been injured or abandoned and that cannot be returned to the wild. This is a competitive grant with an application deadline of February 1, 2002. There is approximately $400,000 available for this Grant. Eligible projects include development, rehabilitation, or restoration of project lands and facilities. Sinc , 4110:04.(fitidi Sedrick Mitchell Deputy Director External Affairs 2) It applies to all claims filed against the City, including claims filed by other public agencies. 3) It prohibits one person filing a claim on behalf of a class of persons unless the claim is signed or verified by every member of that class. The City Attorney recommends the adoption of the proposed ordinance so that the City may efficiently process claims without requiring the City Council to act upon each and every claim.
