TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: SONIA CARVALHO, CITY ATTORNEY
VIA: RICK COLE, CITY MANAGER ' '
DATE: SEPTEMBER 17, 2001
SUBJECT: RESOLUTION CHANGING THE TYPE OF ONE OF THE MEETINGS OF THE CITY COUNCIL
AND CHANGING THE LOCATION FOR SAID MEETING
RECOMMENDATION:
Adopt Resolution No. 01-C_changing the type of one of the meetings of the City Council and
changing the location for said meeting.
BACKGROUND:
The City Council currently holds its regularly scheduled meetings at 7:30 p.m. on the first and third
Mondays of each month and may meet on the second and fourth Mondays of each month for
workshops.
The nature of the Azusa Utility Board is to provide a forum for discussion of long term and business-
related issues of Azusa Light and Water. Since the Utility Board is not a separate legal or public
entity, any action items are required to be acted upon through the City Council, which is the
separate legal and public entity with authority to take such action.
The proposed resolution would provide for the fourth Monday of each month to be a regular
meeting of the City Council. As a result, this regular meeting of the City Council could be held
jointly with the regular meeting of the Utility Board. At such joint meetings, the members of the City
Council could act in their capacity as both members of the Utility Board and members of the City
Council so that action items could be acted upon.
Since the matters to be considered at the meeting on the fourth Monday of each month would be
in regard to the Utility Board and Azusa Light and Water, the proposed resolution would provide that

said meeting will be held at the offices of Azusa Light and Water.
FISCAL IMPACT:
This proposed resolution would not have any new or increased fiscal impact since the City Council is
already authorized to conduct a meeting on the fourth Monday of each month. Taking into account
the fact that said regular meeting will involve only matters dealing with the Utility Board and Azusa
Light and Water, as opposed to all other matters under the jurisdiction of the City Council, there is a
possibility that the personnel and resources required for said meeting could be less than what is
required for other regular meetings of the City Council. As a result, there is a possibility that the
cost and expense related to such personnel and resources could be less than what is required for
other meetings of the City Council.
