SUBJECT: AWARD OF CONTRACT TO GENUITY FOR THE INSTALLATION OF A T-1 LINE
FOR TELECOMMUNICATIONS NETWORKING SERVICES
RECOMMENDATION
It is recommended that the City Council award a contract to Genuity in an amount not to
exceed $11,099.40 per Municipal Code section 2-518 (b) supplies and equipment; Informal
written bids received from 3 competitive vendors with the lowest being Genuity, for the
installation, equipment and services for the operation of a T-1 telecommunications
networking service.
BACKGROUND
The City currently acquires access to the Internet for e-mail and web services via cable modem
connection from Charter Communications. Cable modem service is a non -monitored service
at a speed of approximately half the speed of a T-I connection. This cable modem service is
also on a shared pipe, thus the speed is not guaranteed. T1 service is a dedicated connection
at 1.5 megabits that is monitored and the customer is alerted of the status of the service.
The City is currently paying Charter Communications $9,765.60 for cable modem service and
outsourcing its web hosting at an annual cost of $6,672 for a total cost of $16,437.60. By
switching to Genuity's T-1 line, staff will eliminate the need for the external web hosting costs
and reduce the City's annual expenses for this project by $5,788.20.

FISCAL IMPACT
The recommended action will begin to save the City $5,788.20 per year once the web hosting
outsourcing is eliminated, scheduled to occur during this quarter. Until that time, there will
be a nominal increase to support both the Genuity contract as well as the outsourcing of web
hosting services.
