Presentation of Certificates of Recognition to the 2001 All-Star Football - B-Division Team for finishing 3rd of 12 in the San Gabriel Valley Tournament and advancing to the SCMAF Tournament where they finished 5th. B. Presentation of Certificates of Recognition to the 2001 All-Star Volleyball B-Division Team for finishing 2nd out of 11 in the San Gabriel Valley Tournament and advancing to the SCMAF Tournament where they finished 4th overall out of 16 cities. C. Presentation of Certificates of Recognition to Slauson Middle School 8th Grade Football Team for finishing 1st out of 14 teams in the San Gabriel Tournament and advancing to the SCMAF Tournament where they were crowned A Division Champions of all Southern California. PLEASE NOTE: IF TIME ALLOWS, CITY COUNCIL WILL RECESS TO CLOSED SESSION TO DISCUSS ITEMS LISTED AT THE END OF THIS AGENDA. 7:30 p.m. - Convene to Regular Meeting of the City Council. ! Call to Order ! Pledge to the Flag ! Invocation - Pastor Jesse Aramburo of the First Baptist Church of Azusa. ! Roll Call II. PUBLIC PARTICIPATION (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker=s questions or comments, shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) III. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS FROM STAFF A. City Librarian Albert Tovar to provide an update on New Library Project. B. Assistant City Manager Person and Ron Jobson to provide an update on Azusa Avenue and Arrow Highway Monument Sign. IV. SCHEDULED ITEMS A. CONTINUED PUBLIC HEARING - An appeal by Mr. Vincent Margolis, of the Planning Commission=s denial of a Conditional Use Permit (C-2001-09) to allow a church (Praise Chapel) at 521 North Azusa Avenue. Recommendation: Continue the Public Hearing to the City Council meeting of Tuesday, January 22, 2002. B. Human Relations Commission - Interviews for candidates for the Human Relations Commission were conducted on December 17 and 18. Recommendation: Waive further reading and adopt Resolution Nos. 02-C1 through 02-C6, appointing the following to the Commission: Anthony Avila, Logan Westbrooks, Murray Flagg, Rick MacDonald, Marissa Herrera, and Jesus Lozano. Further, direct staff to stagger the terms of the commissioners and approve the hiring of a contract employee, the Human Relations Commission Coordinator. AIf you challenge the City=s proposed actions in court, you may be limited to raising those issues that you or someone else raised at the public hearing described in this Agenda, or in any written correspondence delivered to the City on or prior to the public hearing.@ C. PUBLIC HEARING - on Sewer Fund Rate Increase. Recommendation: Open the Public Hearing, receive testimony, close the Hearing. Waive further reading and introduce ordinance to approve an initial 10% increase in the Sewer Rate (effective February 1, 2002) and 4% annual adjustments in subsequent years to fund increased costs of street sweeping, pollution control and capital maintenance of Azusa=s sewer system. 01/07/02 PAGE TWO D. Council Liaisons to the Monrovia Nursery Site Charrette Process, Phase III. Recommendation: Appoint two members to act as liaisons to the Monrovia Nursery Site=s Charrette Process. V. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. A. Approval of Minutes. Recommendation: Approve minutes as written. B. Specifications for the Restoration of the Azusa Civic Auditorium - Phase II. Recommendation: Approve the specifications and authorize the City Clerk=s Office to advertise for bids. C. Award of Contract for the Installation of a T-1 Line for Telecommunications Networking Services. Recommendation: Award the contract to Genuity in an amount not-to-exceed $11,099.40 per Municipal Code section 2-518 (b) supplies and equipment; informal written bids were received from three competitive vendors. D. Installation of Stop Signs at the Intersection of Eighth Street at Coney. In accordance with the nationally accepted procedures adopted by the State of California, a Awarrant@ study is required for the placement of stop signs; staff conducted such a study and determined that they are warranted. Recommendation: Approve installation of two stop signs on Eighth Street at Coney. E. Award of Contract for CDBG -Funded Project: Sidewalk Improvements on Virginia Avenue at the Railroad Tracks. Bid opening was held in the Office of the City Clerk on December 18, 2001. Two bids were received. Recommendation: Award the contract to Perry Maness Industries in the amount of $20,473.00, pending LA County concurrence with the contract award. F. Human Resources Action Items. Recommendation: Approve. New Appointments: A. Garcia, Office Specialist II, effective January 8, 2002. M. Wynn, Human Resources/Risk Management Analyst, effective January 22, 2002. W. Nakasone, Director of Public Works, effective January 8, 2002. J. Collins, Police Lieutenant, effective January 14, 2002. J. Momot, Police Sergeant, effective January 20, 2002. S. Hunt, Police Sergeant, effective January 20, 2002. Promotional Appointment: S. Shahsavari, Senior Librarian, effective January 8, 2002. G. Resolution of Support for the Riparian and Riverine Habitat Program under the Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2000. Recommendation: Adopt Resolution No. 02-C7. H. Resolution Authorizing Payment of Warrants by the City. Proposed Ordinance Regarding Purchase of Water by the Director of Utilities. Recommendation: Waive further reading and adopt Ordinance No. 02-O1. VIII. CLOSED SESSION A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION (Gov. Code Sec. 54956.9 (b)). One Case - ASelection of Legal Counsel Representation re: Enron Bankruptcy Proceedings@. B. CONFERENCE WITH LABOR NEGOTIATORS (Gov. Code Sec. 54957.6).
