Swearing in of Police Lieutenant James Collins, Police Lieutenant Gene Street, Police Sergeant John Momot, and Police Sergeant Stephan Hunt. B. Introduction of the new Administrative Services Manager in the Police Department, Gina Footdale. 7:30 p.m. - Convene to Regular Meeting of the City Council. ! Call to Order ! Pledge to the Flag ! Roll Call PLEASE NOTE: IF TIME ALLOWS, CITY COUNCIL WILL RECESS TO CLOSED SESSION TO DISCUSS ITEM LISTED AT THE END OF THIS AGENDA. II. PUBLIC PARTICIPATION (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker=s questions or comments, shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) III. REPORTS, UPDATES- ELECTED OFFICIALS BUSINESS AND ANNOUNCEMENTS FROM STAFF IV. SCHEDULED ITEMS A. CONTINUED PUBLIC HEARING - An appeal by Mr. Vincent Margolis, of the Planning Commission=s denial of a Conditional Use Permit (C-2001-09) to allow a church (Praise Chapel) at 521 North Azusa Avenue. Recommendation: Continue the Public Hearing to the City Council meeting of Monday, February 4, 2002. B. PUBLIC HEARING - On Community Development Block Grant 28th Year (Fiscal Year 2002/03) Program. Recommendation: Open the Public Hearing; present projects, receive testimony, close the Hearing. Waive further reading and adopt Resolution No. 02-C9, approving the 28th Year Projects. C. Bid Specifications for the Restoration of the Azusa Civic Auditorium - Phase II. Recommendation: Hear from Staff. Approve the specifications and authorize the City Clerk to advertise for bids. V. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. A. Approval of Minutes. Recommendation: Approve minutes as written. B. Resolution in Support of Proposition 42, the Transportation Congestion Improvement Act, on the March 5, 2002, Statewide Ballot. Recommendation: Adopt Resolution No. 02-C10. C. City Treasurer=s Reports as of November and December, 2001. Recommendation: Receive and file reports. 01/22/02 PAGE TWO D. Landscape License Agreement Between the City and Property Owner Leo C. Nasser for the Vacant Property at 1375 N. Azusa Avenue. Recommendation: Approve the License Agreement between the City of Azusa and private property owner Leo C. Nasser and authorize the City Manager to execute the agreement. E. Amendment to the City=s Position Classification Plan, Updating the Class Specifications of Network Administrator, Police Officer-Lateral and Police Dispatcher - Lateral. Recommendation: Approve and adopt the attached updated class specification for the positions of Network Administrator (formerly titled AInformation Systems Administrator@), Police Officer - Lateral, and Police Dispatcher - Lateral, amending the City=>s Classification Plan. Pursuant to the City of Azusa Civil Service Rules, Section 3, the City Council, upon recommendation of the Personnel Board, shall approve amendments to the City=s Classification Plan. F. Amendment to the City=s Position Classification Plan, Establishing the Position and Compensation for Information Technology Analyst. Recommendation: Adopt Resolution No. 02-C11. G. Contract Amendment with General Plan Manager Lisa Brownfield. Recommendation: Approve Contract Amendment No. 1 with Lisa Brownfield, and authorize the City Manager to execute on behalf of the City Council. H. Human Resources Action Items. Recommendation: Approve. New Appointments: T. Harrington, Police Sergeant, effective January 23, 2002. I. Resolution Authorizing Payment of Warrants by the City. Recommendation: Adopt Resolution No. 02- C12. VI. REDEVELOPMENT AGENCY CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. Resolution Authorizing Payment of Warrants by the Agency. Recommendation: Adopt Resolution No. 02-R3. 01/22/02 PAGE THREE VII. AZUSA PUBLIC FINANCING AUTHORITY A. Approval of Minutes. Recommendation: Approve minutes as written. B. Authority Treasurer=s Report as of December 2001. Recommendation: Receive and file report. VIII. ORDINANCES/SPECIAL RESOLUTIONS A. Second Reading of Proposed Ordinance Amending Chapter 2-469 of the Azusa Municipal Code Relating to Sewer Service Fees and Fee Collections (Public Hearing held 1/7/02). Recommendation: Waive further reading and adopt Ordinance No. 02-O2. IX. CLOSED SESSION A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION (Gov. Code Sec. 54956.9 (b)). One Case - Enron Bankruptcy. X. ADJOURNMENT A. Adjourn.
