I. CLOSED SESSION (Recess to Closed Session in the Office of the City Manager).
A. CONFERENCE WITH LEGAL COUNSEL - PUBLIC EMPLOYEE REVIEW (Gov. Code Sec. 54957).
Title: Water Utility Equipment Operator.

II. PUBLIC PARTICIPATION
(Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time,
subject to compliance with applicable meeting rules. Questions to the speaker or responses to the
speaker=s questions or comments, shall be handled after the speaker has completed his/her comments.
Public Participation will be limited to sixty (60) minutes time.)
A. Ms. Susan Smith of the Neighborhood Wellness Center to address Council to provide an update on the
Wellness Center services.
B. Mr. Ruben Luciano of the New Testament Christian Church to address Council to request waiver of
fees for a Conditional Use Permit.
C. Ms. Lana Grizzell, President of the Miss Azusa Scholarship Program, to address Council to provide
information regarding the program.
III. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS FROM STAFF
A. City Manager Cole to provide a presentation on Citizens Congress values, vision and goals.
IV. SCHEDULED ITEMS

correspondence delivered to the City on or prior to the public hearings.@
A. CONTINUED PUBLIC HEARING - An appeal by Mr. Vincent Margolis, of the Planning Commission=s
denial of a Conditional Use Permit (C-2001-09) to allow a church (Praise Chapel) at 521 North Azusa
Avenue. Recommendation: Continue the Public Hearing to the City Council meeting of Tuesday,
February 19, 2002.
B. PUBLIC HEARING - to consider adoption of the plan for posting ANo Parking@ signs during street
sweeping days. Recommendation: Open the Public Hearing, receive testimony, close the Hearing.
Adopt the plan outlined in the staff report for posting ANo Parking@ signs during street sweeping
days.
C. PUBLIC HEARING - to consider adoption of a Tree Preservation Ordinance and to designate a City
Tree. Recommendation: Open the Public Hearing, receive testimony, close the Hearing. Waive
further reading and introduce the proposed Tree Preservation Ordinance and designate a City Tree.

D. Agreement for Non-Exclusive Official Police Tow and Garage Services. Presented are proposed tow
truck franchise agreements for City Council=s consideration. Recommendation: Staff recommends
that the City Council approve the agreements.
V. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or
Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under
SPECIAL CALL ITEMS.
A. Approval of Minutes. Recommendation: Approve minutes as written.
B. Annual Weed Abatement Resolution (Improved Parcels). Recommendation: Adopt Resolution No.
02-C17, declaring hazardous brush, dry grass, weeds, combustible growth or flammable vegetation,
including ornamental vegetation, in the City of Azusa, a seasonal and recurring nuisance; and setting the
date and time of February 19, 2002, at 7:30 p.m., as the date and time to conduct a protest hearing for
affected property owners before Council.
C. Increase Blanket Purchase Order For Cooperative Personnel Services. Recommendation: Approve an
increase of $5,000 to the blanket purchase order for Cooperative Personnel Services (CPS) and amend
the Human Resources Department budget.
D. Contract Amendment with Hamilton, Rabinovitz & Alshuler, Inc., General Plan Housing Policy
Consultant, and Budget Amendment. Recommendation: Approve the contract and budget
amendment for an expanded General Plan housing policy evaluation and formulation.
E. Human Resources Action Items. Recommendation: Approve.
Merit Increase and/or regular appointments:
R. Covarrubias, C. Alvarez, R. Arevalo, M. Shepard, and D. Irish.
New Appointments: M. Bires, Police Officer-Lateral, pending physical.
F. Proposed Mountain Cove Community Facilities District. Approval of Deposit Agreement and Selection
of Consultants. Recommendation: Approve the Deposit Agreement with Standard Pacific. Adopt
Resolution No, 02-C18, approving the Consultant Team for the formation of the Community Facilities
District, and authorize the City Manager, on behalf of the City, to execute contracts with the Team
Consultants.
G. Amendment to the 2002-2006 Capital Improvement Projects (CIP) Budget to Purchase a Paint Truck
and Increase to the Purchase Order Issued to Wondries Fleet Group. Recommendation: Approve the
Amendment to the Capital Improvement Projects (CIP) Budget to fund the purchase of a paint truck and
increase the purchase order issued to Wondries Fleet Group.
H. Resolution Authorizing Payment of Warrants by the City. Recommendation: Adopt Resolution No. 02-
C19.

VII. ADJOURNMENT
A. Adjourn to Monday, February 11, 2002, at 6:30 p.m. at the Azusa Light and Water Conference Room in
order to conduct a Staff Workplan Workshop.
