CLOSED SESSION (Recess to Closed Session in the Office of the City Manager). A. PERSONNEL EMPLOYMENT EVALUATION (Gov. Code Sec. 54957). PUBLIC PARTICIPATION (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker=s questions or comments, shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) A. Ms. Dorothy Molinar and group, to address Council regarding the Azusa Head Start Program. III. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS FROM STAFF A. City Manager Cole to provide an update on the Azusa Head Start Restructuring. B. Ms. Suzanne Avila, Water Resources Consultant, and Ms. Karen Fortus, U.S. Forestry, to address Council to announce the AThink River@ National River Clean-Up Week, May 11-18. C. Director of Public Works Bill Nakasone to provide a presentation on the New Public Works Department - Public Works Survey. IV. SCHEDULED ITEMS AIf you challenge the City=s proposed actions in court, you may be limited to raising those issues that you or someone else raised at the public hearings described in this Agenda, or in any written correspondence delivered to the City on or prior to the public hearings.@ A. CONTINUED PUBLIC HEARING - An appeal by Mr. Vincent Margolis, of the Planning Commission=s denial of a Conditional Use Permit (C-2001-09) to allow a church (Praise Chapel) at 521 North Azusa Avenue. Recommendation: In light of the results of the recently concluded mediation process, it is recommended that the City Council continue this item to a date uncertain in order to allow staff to prepare an alternative recommendation (i.e., draft resolution and conditions of approval), and to re- notice the public hearing to include a variance from the parking standards. B. PUBLIC HEARING - to consider comments from owners of improved properties who have been declared a public nuisance. Recommendation: Open the Public Hearing, receive testimony, close the Hearing. Conduct informal protest hearing and refer any property owners with objections to the Los Angeles County Fire Department Brush Clearance Office for consideration. Approve the motion and abatement order directing abatement of the nuisance by removing all weeds and rubbish from the affected improved parcels. C. PUBLIC HEARING - to consider adoption of a resolution approving Appropriation Amendments for fiscal year 2001-02, for Power Resource Purchase Costs and Wholesale sales Revenues. Recommendation: Open the Public Hearing, receive testimony, close the Hearing. Waive further reading and adopt Resolution No. 02-C20, approving the Budget Amendments as follows: 1) Increase the power resources budget of Azusa Light and Water for FY01-02 from $30,268,056 to $48,500,000. 2) Increase the electricity wholesale sales revenues for FY01-02 from $16,922,683 to $23,070,418. 02/19/02 PAGE TWO D. PUBLIC HEARING - to consider a request by Mark Drop, Sr. for approval of: 1) an amendment to the General Plan Land Use Map (GPA-2001) to change land use from CBD (Central Business District) to H(High Density Residential); and 2) an amendment to the Zoning Map (Z-2001) to change zoning from C-2 (Restricted Commercial) to R3-1600 (Multi-Family Residential), to allow the construction of a single family residence on property located at 633 North Angeleno Avenue. Recommendation: Open the Public Hearing, receive testimony, close the Hearing. 1). Certify the Negative Declaration; 2) waive further reading and adopt Resolution No. 02-C21, approving the General Plan Amendment No. GPA- 2001-01; and 3) waive further reading and introduce proposed Ordinance approving Zone Map Amendment No. Z-2001-01. V. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. A. Approval of Minutes. Recommendation: Approve minutes as written. B. Plans and Specifications for AAlley Reconstruction@ Project. Recommendation: Approve the plans and specifications to reconstruct alleys between McKeever and Orange from Eleventh Street to Crescent Drive and authorize the City Clerk=s Office to advertise for bids. C. Appointment of Ms. Edith Russek to the Cultural and Historic Preservation Commission. This is to fill an unexpired vacancy that will expire September 30, 2002. Recommendation: Adopt Resolution No. 02- C22. D. Purchase of Computer Hardware From Hewlett Packard for Upgrade of the City=s Finance System. Recommendation: Pursuant to Azusa Municipal Code section 2-523 (b) hardware purchase and 2-523 (c) no competitive market, approve the purchase in an amount not to exceed $96,000. E. Human Resources Action Items. Recommendation: Approve. Merit Increase and/or regular appointments: A. Graf-Gaynor, M. Medina, J. Toledo, R. Montague, J. Padilla, M. Bowman, E. Cazares. New Appointments: O. Garcia, Park Maintenance Supervisor, pending physical. F. City Treasurer=s Report as of January, 2002. Recommendation: Receive and file Report. G. Agent Designation to the California Office of Emergency Services for Matters Pertaining to Disaster Assistance. Recommendation: Adopt Resolution No. 02-C23. H. Amendment to the Public Works Department Project to Fund Increases in Certain Purchase Orders. Recommendation: Approve an increase of $30,000 to blanket purchase order number 210676 with Signal Maintenance, Inc./Peek, and an increase of $10,000 to PO number 210886 with Los Angeles County Department of Public Works. It is further recommended to approve an amendment to the 2002 Operating Budget for the Public Works Department recognizing $40,000 from collections revenue to fund these increases. 02/19/02 PAGE THREE I. Purchase of Five Black and White Police Vehicles. Recommendation: Approve the purchase of five Ford Crown Victoria black and white police vehicles from Pasadena Ford, in an amount not to exceed $119,100.00, based on a competitive bid process completed by the City of Los Angeles. J. Specifications for CIP/Prop 12 Picnic Shelters and Amenities Projects at Veteran=s Park and Zacatecas Park. Recommendation: Approve the specifications and authorize the City Clerk Office to advertise for bids. K. Resolution In Support of AB 680 - Sacramento Regional Smart Growth Action of 2002. Recommendation: Adopt Resolution No. 02-C24. L. Resolution Authorizing Payment of Warrants by the City. Recommendation: Adopt Resolution No. 02- C25. CONVENE AS THE REDEVELOPMENT AGENCY. VI. REDEVELOPMENT AGENCY CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. Recommendation: Adopt Resolution No. 02-R5. VII. ORDINANCES/SPECIAL RESOLUTIONS A. Proposed Ordinance Amending Chapter 16 of the Azusa Municipal Code to Add Tree Preservation Requirements. Recommendation: Waive further reading and adopt Ordinance No. 02-O3, approving the Tree Preservation Ordinance. VIII. ADJOURNMENT A. Adjourn.
