SUBJECT: AMENDMENT TO THE CITY'S POSITION CLASSIFICATION PLAN UPDATING THE
CLASS SPECIFICATION OF ECONOMIC DEVELOPMENT SPECIALIST
RECOMMENDATION
It is recommended that the Redevelopment Agency Board approve and adopt the attached
updated class specification for the position of Economic Development Specialist.
BACKGROUND
A recent review of the existing class specification for Economic Development Specialist revealed
the need for an update to the current description of job duties to accurately reflect the actual
duties to be performed by this classification.
This position is responsible for the management of the Downtown Revitalization Program.
Substantive changes in the duties of the Economic Development Specialist include additional
responsibilities with programs and operating guidelines of the National Main Street Program and
working knowledge of business assistance programs afforded by the State Department of
Commerce and Los Angeles County of Economic Development Corporation.
FISCAL IMPACT
There is no fiscal impact. Funding for this position is in the approved operating budget for the
2001-2002 fiscal year.

ECONOMIC DEVELOPMENT SPECIALIST
DEFINITION
Under the general administrative direction this position is responsible for the management of the
City's Downtown Revitalization Program,performs a variety of responsible,administrative,technical
and specialist duties related to Economic Development and Downtown revitalization; develops,
implements,and supervises a series of economic development programs,projects and/oractivities.
Participates in the establishment of the economic development goals and priorities outlined in the
Economic Development Strategic Plan and Downtown Vision and Positioning Strategy; and
performs related duties as required.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Serves as the City's liaison and "Ombudsman" to the Downtown Business District.
Maintains familiarity with the programs and operating guidelines of the National Main Street
Program and manages revitalization efforts consistent with the Program.
Interacts effectively with individuals from a variety of economic and cultural backgrounds in a
positive productive manner and able to act as a facilitator between the business community and
City service providers.
Develops marketing and promotional material for public awareness and education designed to
enhance appreciation of Downtown's key assets.
Facilitates local businesses' use of City resources, aiding business retention, coordinating
community based business seminars and symposiums, and serving as a liaison to businesses in
navigating the City's permit and license process.
Interfaces with the business community to identify and remove economic development barriers.
Participates with business and governmental representatives as part of a Rapid Response Team
to meet and provide assistance to "at risk" businesses.
Analyzes job training needs of present and prospective employers and coordinates this effort with
the private industry and local education institutions.
Maintains current information about tools for financing business and industrial investment.
Maintains liaison with the Small Business Association (SBA), local banks and other organizations
involved in SBA Programs.
Maintains a working knowledge of business assistance programs afforded by the State Department
of Commerce and Los Angeles County Economic Development Corporation.
Prepares formal written and oral reports for presentation to the City Manager, City Council,
Downtown Business Association, Chamber of Commerce, other community and related
organizations.

QUALIFICATIONS GUIDELINES
Education and/or Experience
Any combination equivalent to experience and education that could likely provide the required
knowledge,skills and abilities necessary for satisfactory job performance. Example combinations
would be: Three(3)years of progressively responsible experience in management,financial,and
economic analysis of redevelopment and real estate transactions and equivalent to a bachelor's
degree from an accredited college or university in public administration, business administration,
urban studies, planning or a related field, or an equivalent combination of education and
experience.
Knowledge, Skills and Abilities
Thorough working knowledge of the principles and practices of local economic development;
principles and practices of economic development financing; business practices and finance
methods and procedures; local land use planing and pertinent federal and state laws and
regulations regarding development and redevelopment;principles and practices of job training and
available programs; principles and practices of business administration and management;
principles and practices of effective program marketing; principles and practices of real estate
leasing, sales and site selection criteria; business assistance programs afforded by the State
Department of Commerce and Los Angeles County Economic Development Corporation;familiarity
with the programs and operating guidelines of the National Main Street Program.
Ability to communicate effectively orally and in writing, make public presentations;understand and
follow verbal and written instructions; foster a teamwork environment; analyze data, design and
implement work flow systems, troubleshoot and problem solve in areas related to issues and
concerns of the business community;participate as an active member of a business developments
team with an understanding of the principles of economic development; work with other
governmental agencies; represent the City in a variety of meetings and make presentations;
analyze complex requirements and communicate these to businesses; establish and maintain
effective working relationships with co-workers, other city departments, businesses and business
organizations; deal constructively with conflict and develop effective resolutions; market and
promote city programs; plan, organize and implement new program concepts, understand and
utilize computerized and automated systems; conduct research and draw logical conclusions;
attend meetings and events on evenings and/or weekends; ability to perform other related duties
as required.
SPECIAL REQUIREMENTS: Possession of and ability to maintain a valid California Class C
Driver's License and satisfactory driving record.
Ability to work in a standard office environment; ability to travel to different sites and locations.
