CLOSED SESSION (Recess to Closed Session in the Office of the City Manager). A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION (Gov. Code Sec. 54956.9 (c)). One Case - Amicus Brief Support for the California Dump Truck Owners v. Gray Davis, et al. B. CONFERENCE WITH LEGAL COUNSEL - PUBLIC EMPLOYEE REVIEW (Gov. Code Sec. 54957). Title: Water Utility Equipment Operator. C. PERSONNEL EMPLOYMENT EVALUATION (Gov. Code Sec. 54957). PUBLIC PARTICIPATION (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker=s questions or comments, shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) A. Executive Director of the Downtown Azusa Business Association, Peggy Martinez, to introduce the new slate of DABA officers and also to provide an update on the Mariachi Festival. IV. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS FROM STAFF A. Selection of a Mayor Pro-Tempore. Resolution No. 97-C51 establishes the selection criteria and a term for the Mayor Pro-Tem. ASuccessor mayor pro-tem shall serve from March to March of each year and a new successor shall be selected on the third Monday in March in even numbered years and the second Tuesday of March in odd numbered years@. B. Community Development Director Bruckner to provide an update on home ownership, housing trends, and Monrovia Nursery future developments. C. Chief of Police Davis to provide an update on Police Community Academy. V. SCHEDULED ITEMS AIf you challenge the City=s proposed actions in court, you may be limited to raising those issues that you or someone else raised at the public hearing described in this Agenda, or in any written correspondence delivered to the City on or prior to the public hearing.@ A. PUBLIC HEARING - An appeal by Mr. Vincent Margolis, of the Planning Commission=s denial of a Conditional Use Permit (C-2001-09) to allow a church (Praise Chapel) at 521 North Azusa Avenue. Recommendation: Concur with the recommendation that resulted from the mediation process between the applicant and the Downtown Azusa Business Association, and 1) approve a settlement agreement to allow the church to remain at its current location for a maximum of two years, and authorize Staff to make any minor changes deemed necessary by both parties. 2) Waive further reading and adopt Resolution No. 02-C32, affirming the decision of the Planning Commission denying C-2001-09. 03/18/02 PAGE TWO VI. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. A. Approval of Minutes. Recommendation: Approve minutes as written. B. Installation of Four-Way Stop Signs at the Intersections of Angeleno with Fourth & Second Streets. Recommendation: Approve installation and authorize Public Works to install signs. C. Purchase of ACRIMS Hardware and Software Bundle For Deployment of Geographic Information Systems Via the Web and Internet. Recommendation: Approve the purchase per attached configuration Package 2, with the addition of (1) 512 MB of RAM; per municipal codes 2-523 (a) software purchase, 2-523 (b) hardware purchase and 2-523 (c), no competitive market. Total software, hardware purchase amount including tax not to exceed $22,750.00. D. Agreement with HDL Software to Convert and Integrate Antiquated Database Information Into Existing HDL Software Systems. Recommendation: Approve the Agreement per municipal codes 2-523 (a) software purchase, 2-523 (b) hardware purchase, and 2-523 (c), no competitive market. Total software purchase and conversion amount is not-to-exceed $30,000. Authorize the City Manager to execute the proposal and the agreement. E. Project Completion Notice: Roof Replacement at Various City Facilities. Recommendation: Approve the Notice of Completion in the amount of $204,977.60, and approve extra work in the amount of $26,324.60. F. Amendment to the City=s Position Classification Plan Establishing the Classification of Police Corporal. Recommendation: Adopt the class specifications of Police Corporal, amending the City=s Classification Plan, as recommended by the Personnel Board. G. Recruitment Incentive for Police Officer Lateral and Police Dispatcher Lateral New Hires. Recommendation: Approve the new hire recruitment; incentive of $5,000 for Police Officer Lateral and $3,000 for Police Dispatcher Lateral as defined by the parameters of the AReimbursement Agreement@. H. Amendment to the City=s Classification Plan Establishing Compensation for the Position of Facilities Crew Supervisor. Recommendation: Adopt Resolution No. 02-C33, amending the City=s Classification Plan and establishing compensation for the classification of Facilities Crew Supervisor. I. Amendment to the City=s Position Classification Plan Establishing the Position of and Compensation for the Assistant Public Works Director/City Engineer. Recommendation: Adopt the class specifications of Assistant Public Works Director/City Engineer, amending the City=s Classification Plan, as recommended by the Personnel Board. 03/18/02 PAGE THREE J. Contract Award for City Auditorium Interior Renovations. Bid opening was held in the Office of the City Clerk on March 5, 2002; four bids were received. Recommendation: Award the contract to Carri Construction, low bidder, in the amount of $131,781.00. K. Human Resources Action Items. Recommendation: Approve. Merit Increase and/or regular appointments: R. McMinn, and M. Gonzales. New Appointments: D. Shuttleworth, Facility Maintenance Crew Supervisor, effective 3/19/02. S. Henry, Street Maintenance Crew Supervisor, effective pending physical. L. Resolution Authorizing Payment of Warrants by the City. Recommendation: Adopt Resolution No. 02- C34. M. City Treasurer=s Report as of February, 2002. Recommendation: Receive and file. CONVENE AS THE REDEVELOPMENT AGENCY. VII. Recommendation: Adopt Resolution No. 02-R7. VIII. ORDINANCES/SPECIAL RESOLUTIONS A. Proposed Ordinance Amending Park Closure Hours. Recommendation: Waive further reading and introduce the proposed Ordinance. IX. ADJOURNMENT A. Adjourn to Friday, March 22, 2002, 2:00 p.m. - 4:00 p.m. at Monrovia Nursery for land plan review.
