Waive formal sealed bids in accordance with Azusa Municipal Code Section 2-522 section C due to the fact that Compaq is covered under the California Multiple Award Schedule CMAS agreement number 3- 95-70-0110A which allows cities to waive formal bidding, and; 2. Approve the purchase of 20 Personal Computers, as configured in attached quote, from Compaq Computer Corporation. Total purchase price (including tax) is $ 23,755.00. BACKGROUND Each year, the City's Information Services staff develops plans for the orderly rotation of computer hardware. Since 1996 the staff has been rotating out and retiring antiquated hardware. This effort has succeeded in standardizing most of the PCs throughout all departments, but given the large number of computers at the City, pockets of outdated equipment still remain, and some departments are not adequately connected with little or no equipment. Part of the Information Technology Master Plan, is to address areas with low-end or no computers ,and realign PC replacement with PC life cycle through the CIP. Given the high total cost of ownership and the rapid obsolescence of the PC's, replacements were initially planned over a 3-year life cycle. By relocating PC's and printers across departments/users as we procure new systems, we have been able to achieve optimal usage of the equipment and extend the life of the PC's to 4 years in most cases. Thus on an average one fourth of City PC's need to be replaced every year to in order to keep performance and reliability to a minimum standard. FISCAL IMPACT $40,000 for this purchase is available in the 2002 Capital Improvements Project budget (Personal Computer Replacement #93000C). A RESOLUTION OF THE CITY OUNCIL OF THE CITY OF AZUSA WAIVING GARAGE OR LAWN SALE PERMIT FEES FOR RESIDENTS THE LAST WEEK-END OF APRIL, 2002, IN CONJUNCTION WITH "AZUSA SPRING CLEANING MONTH" WHEREAS, on April 1, 2002, the Azusa City Council proclaimed and declared that the month of April, 2002, is"Azusa Spring Cleaning Month"; and WHEREAS, it is the City Council's goal to facilitate city-wide efforts to help neighborhoods, and residents renew their commitment to home, and neighborhood values with the advent of Azusa Spring Cleaning Month; and WHEREAS, the conduct of a garage or yard sale to clear homes of cast- off items, or items no longer needed or used, is a means of disposing of these items; and WHEREAS, Azusa Municipal Code Article VIII, Section 18-531, establishes a permit requirement for residents to conduct garage or lawn sales, and the payment of a fee as provided for and set forth in Division 3 of Article VI of Chapter 2 of the Azusa Municipal; and WHEREAS, the City Council is desirous of allowing residents within the city to participate in Azusa Spring Cleaning Month by waiving garage and yard sale permit fees on the last weekend in April, 2002. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AZUSA AS FOLLOWS: SECTION 1. The garage and yard sale permit fee as provided for in Azusa Municipal Code, Article VIII, Section 18-531, shall be suspended for all residential garage and yard sales on April 27th and 28th, 2002. SECTION 2. The City Clerk shall certify the adoption of this resolution. • PASSED, APPROVED AND ADOPTED this 17th day of February, 1998.
