SUBJECT: NEGOTIATE PURCHASE OF ONE UNMARKED SAFETY VEHICLE
RECOMMENDATION
It is recommended that City Council authorize Police and Finance representatives to
negotiate with Azusa auto dealerships to obtain the best deal for the City on one basic
late model previously owned 4-door sedan vehicle in an amount not to exceed
$16,400.00 inclusive of all taxes and title fees.
BACKGROUND
Section 2-537 of the Azusa Municipal Code prescribes a formal "sealed" bidding
process for the procurement of equipment and supplies. The purpose of this law is to
ensure the City staff follows established guidelines for large purchases. Unfortunately,
the formal "sealed" bidding process sometimes produces results that are actually
contrary to its intent. In past years the City Council has authorized Police and Finance
staff to purchase quality used vehicles in this fashion from Azusa based businesses
thus returning some of the sales tax back to the community.
At the October 15, 2001 City Council meeting the expenditure plan for the federal
2001-02 Local Law Enforcement Block Grant (LLEBG) program was approved
including the allocation of these funds for this purpose. This vehicle will be used by
the Azusa Police Department Detective Bureau in an undercover capacity.
FISCAL IMPACT
These funds are currently budgeted in account # 28-20-310-045-7135 and will not
impact the 2002 Operating Budget.
