MANAGEMENT ASSOCIATION
RECOMMENDATION
It is recommended that the City Council approve the Side Letter of Agreement between the City of
Azusa and the Azusa Police Management Association (APMA) amending the Memorandum of
Understanding covering salary and benefits for the period of August 1, 2000 through July 30,
2004.
BACKGROUND
In January 2002, two Police Lieutenant level positions were added. This increased the total
number of Lieutenant to four positions. The positions were added to enhance police service levels
to provide Lieutenant Watch Commanders and as an integral part of the department's Community
Oriented Policing Program (COPPS).
The increased number of Lieutenant positions allows the department to provide staffing of three
Lieutenant Watch Commanders in patrol and one Lieutenant in the Detective Bureau. As these
redesignated positions are now required to manage and actually work patrol shifts, revisions to
the existing Memorandum of Understanding(MOU)for the Azusa Police Management Association
(APMA) have been addressed to maintain parity with the Azusa Police Officers Association
members in similar duties and responsibilities.
FISCAL IMPACT
The increase to the General Fund for the FY 2001-2002 is $6,400 and will be absorbed within the
Police Department operating budget.

ADDENDUM TO THE
MEMORANDUM OF UNDERSTANDING
AUGUST 1, 2000 THROUGH JULY 31, 2004
BETWEEN THE CITY OF AZUSA AND THE
AZUSA POLICE MANAGEMENT ASSOCIATION
Side Letter of Agreement
This document shall serve as an Addendum to the Memorandum of Understanding as
entered into by the City of Azusa ("City") and Azusa Police Management Association
("APMA"), effective August 1, 2000 through July 31, 2004. This Addendum, effective
January 14, 2002, shall serve to modify the following sections, as mutually agreed upon by
the parties:
7.2. Workday (in addition to existing language)
Except as otherwise provided herein, the workday will consist of ten and one half
(10.5) hours with one-half (1/2) hour for lunch and 40 minutes of breaks to be
scheduled in light of the departmental policy.
For Police Lieutenant classifications assigned to Patrol, the workday will consist of
ten (10) hours with lunch and breaks to be scheduled in light of departmental policy.
The City reserves the right to determine the beginning and ending times of the
workday.
7.3. Timekeeping Interval (replaces existing language)
In compliance with FLSA, the minimum timekeeping interval, except for the
classification of Police Lieutenant, shall be one (1) ten (10) hour day.
For the classification of Police Lieutenant, and in compliance with FLSA, the
minimum timekeeping interval shall be fifteen (15) minutes. Periods of time of
seven (7) minutes or less shall be rounded down, and period of time of eight (8)
minutes or more shall be rounded up.
9.11. Shift Differential (new section of "Additional Compensation/Premium Pay")
Police Lieutenants assigned to the following shifts will be compensated for all hours
worked as follows:
Swing shift: additional $.64 per hour
Morning shift: additional $1.27 per hour
9.12. Special Assignments (new section of "Additional Compensation/Premium Pay")
In addition to base monthly salary, the following assignments for the classification of
Police Lieutenant, when made by the Chief of Police or his designee, shall receive
ten (10) hours per month of Standby time, at the Premium rate (currently time-and-
one-half): Detective Lieutenant
10.3.1. Holiday Pay (in addition to existing language)
Police Lieutenants assigned to shift work shall receive an additional 100 hours pay
per year (10 hours x 10 holidays) whether the holiday is worked or falls on a
regularly-scheduled day off (paid the pay period following the holiday).
10.6.3. Accrual (in addition to existing language)
In addition to the above accrual schedule, Police Lieutenants assigned to shift work
shall accrue forty (40) additional hours per year in lieu of holidays.
13. DAMAGE TO PERSONAL EFFECTS (in addition to existing language)
It is further expressly understood for Police Lieutenants that prescription eye glasses
or contact lenses and hearing aid devices are exempt from the one hundred dollar
($100) limit.
25. SAFETY EQUIPMENT (new section)
The City will provide required safety equipment and will replace worn safety
equipment for current sworn employees as determined by the department head.
Except as provided in this Addendum, the Memorandum of Understanding dated August 1,
2000 through July 30, 2004 between the City of Azusa and Azusa Police Management
Association shall be in full force and effect.
