SUBJECT: PURCHASE OF PERSONAL SAFETY EQUIPMENT FOR POLICE PERSONNEL IN THE
AMOUNT OF $23,889.58 FROM AARDVARK TACTICAL, INC, AZUSA, CA
RECOMMENDATION
It is recommended that City Council approve purchasing personal safety equipment (63
ballistic helmets, face shields, helmet bags and gas masks) for police officers in the amount of
$23,889.58 from the lowest bidder, Aardvark Tactical, Inc., 1002 West Tenth Street, Azusa,
utilizing Brulte Grant funds.
BACKGROUND
The Azusa Police Department currently does not issue ballistic helmets and gas masks to line
level police officers. The industry standard for law enforcement agencies in the San Gabriel
Valley (Area D) is to equip all police officers with both ballistic helmets and gas masks.
Moreover, there have been several critical incidents handled by the Azusa Police Department
within the past 18 months where such equipment would have been beneficial to improving
officer safety and increased efficiency. For example, donning such equipment where shots
have been fired or when tear gas has been deployed will greatly aid police officers in safely
resolving dangerous situations. Police staff have attempted to procure such equipment
through the military surplus program for over two years, but to no avail, especially since the
"9-11" tragedy.
Three written bids were obtained as follows:
• Aardvark Tactical, Inc. $23,889.58
• San Diego Police Equipment Co. $24,028.71
• Adamson Industries $25,290.98
