SUBJECT: APPROVAL OF BUDGET AMENDMENT REQUEST - MEMORIAL PARK
RECREATION CENTER EXTERIOR PAINTING PROJECT.
RECOMMENDATION
It is recommended that the City Council approve the "Budget Amendment Request” to
transfer $16,185 from the "Public Works Endowment Fund" to the Facilities Maintenance
Budget for the Memorial Park Recreation Center Exterior Painting Project.
BACKGROUND
The Memorial Park Recreation Center building is need of major exterior and interior
improvements. The most visible deficiencies of this facility is the deteriorated condition of
both the exterior walls and the facia board/ soffitt area. The wood facia board is in need of
extensive overhaul requiring both the total change out of 100 lineal feet of dry rotted section
and the stripping/sanding of the remaining sections. Likewise, the exterior block wall is
need of paint application. The total scope of work for this facility will entail labor, material,
and equipment to prep and paint the exterior surfaces of the Recreation Center.
Public Works staff received (3) bids for this projects. The bidders in their ascending are as
follows;
1. Carri Construction $16,140.
2. Garcia &Son $16,185.
3. Spectra Company $24,495.
Although Carri Construction submitted the lowest bid, Garcia and Son is a local Azusa based
business which makes them eligible for a 1% price preference under the City's purchasing
regulations. When the 1% preference is applied, Garcia &Son's bid is considered to be he
low bid of $16,023.

Therefore, staff recommends bid award to Garcia &Son, in the amount of $16,185. The
recommended contractor has all of the inturance coverage and licenses required by the City.
Likewise, the recommended contractor has a demonstrated track record of workmanship
performance for the City of Azusa.
FISCAL IMPACT
The fiscal impact of this project will be $16,185. These funds will be transferred from the
"Public Works Endowment Fund" to the Facilities Maintenance Division 10-55-666-6493
(Outside Services &Repairs).

Exterior Painting Proposal
Furnish labor, material and equipment to prep (sand, scrape,
fill cracks, gouges and et ' on all wood facia, also replace
aprox. 100 L.F. of 2x10 facias. All wood shall be primed using
oil exterior primer with linseed oil and turpentine added for
penatration. 2nd coat of surface building primer, 3rd coat final
coat of exterior sash and trim gloss or semi-gloss. All over-
hangs to be treated as above.
Paint window sash including removable screens. Sand, clean
and spot prime (metal primer) and finish coat with sash and trim.
All building doors including front entrance door to be sanded,
spot primed as neededand finish coat with sash and trim enamel.
Sliding security gate cleaned and prep to be painted with black
enamel.
All stage canopy supports and beam to be preped and painted
with sash and trim enamel. Breeze way canopy and supports to be
preped as per wood specs. for facia and overhAngs.
Entrance ceiling and any masonary surface that are part o

customers/occupants of painting in progress.
C. Specifications and MSDS's shall remain on the job site at all times.
3.02 Condition of Surfaces
A. All surfaces will be closely examined.Any surfaces that are in question or that will affect the
execution or quality of work will be brought to the attention of the owner and/or representative
before painting commences.
B. Site specification has been thoroughly examined,in similar conditions under which work will be
performed and has been reflected in proposal.Questions or conditions shall be clarified with the
owner and/or representative.
