II. PUBLIC PARTICIPATION

speaker=s questions or comments, shall be handled after the speaker has completed his/her comments.
Public Participation will be limited to sixty (60) minutes time.)
III. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS FROM STAFF
A. Councilmember Rocha - request to sponsor Philip Petersen, a student of Center Middle School, who has
been accepted to a National Summer Math Institute.
IV. SCHEDULED ITEMS
A. PUBLIC HEARING - on the Landscaping and Lighting District proposed assessments for Fiscal Year 2002-
2003, and annually thereafter. Recommendation: Open the public hearing, receive testimony, close the
Hearing. Waive further reading and adopt Resolution No. 02-C63, confirming the Engineer=s Report,
Diagram and Assessment for the City of Azusa Landscape and Lighting District No. 1 for the 2002-2003
Fiscal Year.
B. PUBLIC HEARING - regarding approval of the issuance of Certificates of Participation for Azusa Pacific
University, to enable the construction of a student dormitory building and related infrastructure at 901 E.
Alosta. Recommendation: Continue the public hearing to the meeting of July 1, 2002.
C. Annual Refuse Rate Adjustment with Athens Services and Approve Solicitation of Third Party
Proposals to Conduct a Review/Audit of Athens Services . Refuse rates are to be adjusted annually
effective July 1 based on the City=s Exclusive Franchise Agreement with Athens Services.
Recommendation: Waive further reading and adopt Resolution No. 02-C64, adjusting the AB 939 Fee by
the consumer price index (CPI); and waive further reading and adopt Resolution No. 02-C65, adopting
third amendment to contract with Arakelian Enterprises, Inc. Approve solicitation of third party
proposals to conduct a review/audit.
D. Resolution Adopting the Budget and Approving Appropriations for the City of Azusa for the Fiscal Year
Commencing July 1, 2002 and ending June 30, 2003 and Commencing July 1, 2003 and Ending June 30,
2004 and Resolution Establishing an Appropriations Limit for the Fiscal Year 2002-03 Pursuant to
Article XIIIB of the California Constitution. Recommendation: Waive further reading and adopt
Resolution Nos. 02-C66 and 02-C67.

V. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or
Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under
SPECIAL CALL ITEMS.
A. Approval of Minutes. Recommendation: Approve minutes as written.
B. Selection of Terry Hayes and Associates, LLC, and Proposed Consultant Services Agreement for the
Preparation of an Environmental Impact Report for the Monrovia Nursery Specific Plan.
Recommendation: Approve the selection of Terry A. Hayes Associates, LLC to undertake the
environmental review required for the Monrovia Nursery Specific Plan, and authorize the Mayor to
execute the professional services agreement on behalf of the City Council.
C. Contract Award - Roadway Rehabilitation, Various Locations. Recommendation: Award the
ARoadway Rehabilitation, Various Locations@ to Mobassaly Engineering, Inc., low bidder, in the amount
of $725,451.86.
D. Purchase of Software and Hardware for Library Circulation System Migration from Sirsi in an Amount
Not to Exceed $101,000. Recommendation: 1) Approve the cost for the software migration; approve
cost for licensing of additional modules; approve related training costs; 2) Approve the server purchase.
Per Azusa Municipal Code 2-523 (c), No Competitive Market. Total purchase price not to exceed
$101,000.
E. Human Resources Action Items. Recommendation: Approve.
Merit Increase and/or Regular Appointment: B. Bailey, and D. Trembley.
New Appointments: J. Tang, Police Dispatcher, R. Moreno, Police Officer Trainee.
Promotional Appointments: R. Cabildo, Information Technology Analyst, B. Donnelson, Senior Officer
Specialist, and R. Tapia, Customer Care Lead, all effective 6/18/02.
Separations: P. Alger, Adult Education & Literacy Coordinator, effective 6/11/02.
F. Contract Award: City Auditorium Exterior Seal. Recommendation: Award the City Auditorium
exterior seal project to Spectra Company in the amount of $17,550.
G. Amendment to the Long Range Capital Improvement Projects (CIP Budget 2001-2002) to Complete the
Memorial Park and Veteran=s Freedom Park Play Equipment Replacement Projects.
Recommendation: Approve an amendment to the Capital Improvement Projects (CIP) budget by
approving a $1,127.00 transfer from the Quimby Fund to the Memorial Park and Veteran=s Freedom Park
play equipment replacement projects (projects 42000 I and project 42000 J).
H. The City Treasurer=s Report as of May, 2002. Recommendation: Receive and file.
I. Resolution Authorizing the Application For Acceptance of and Expenditure of a California Department
of Transportation Community-Based Planning Grant. Recommendation: Adopt Resolution No. 02-
C68, to authorize, accept and expend funds from a Community-Based Planning Grant from the California
Department of Transportation.

J. Approval of Budget Amendment Request - Memorial Park Recreation Center Exterior Painting Project.
Recommendation: Approve the ABudget Amendment Request@ to transfer $16,185 from the APublic
Works Endowment Fund@ to the Facilities Maintenance Budget for the Memorial Park Recreation Center
Exterior Painting Project.
K. Resolution Authorizing Payment of Warrants by the City. Recommendation: Adopt Resolution No. 02-
C69.
VI. REDEVELOPMENT AGENCY SCHEDULED ITEM
A. A Resolution of the Board of Directors of the Redevelopment Agency of the City of Azusa Adopting the
Budgets and Approving Appropriations for the Redevelopment Agency of the City of Azusa for the
Fiscal Year Commencing July 1, 2002 and ending June 30, 2003 and Commencing July 1, 2003 and Ending
June 30, 2004. Recommendation: Waive further reading and adopt Resolution No. 02-R15.

Adopting the Budgets and Approving Appropriations for the Fiscal Year Commencing July 1, 2002 and
ending June 30, 2003 and Commencing July 1, 2003 and Ending June 30, 2004. Recommendation:
Waive further reading and adopt Resolution No. 02-P1.
