PERSON, ASSISTANT CITY MANAGER VIA: RICK COLE, CITY MANAGER /`4''� DATE: JULY 1 , 2002 SUBJECT: CONCEPT APPROVAL OF CREATING THE POSITION OF CHIEF INFORMATION OFFICER RECOMMENDATION It is recommended City Council approve the concept of creating the position of Chief Information Officer and directing staff to create and process the class specification for this position through the Personnel Board. BACKGROUND As a result of recent discussions with City Council, staff is recommending the creation of a position that would be responsible for: (1) the development of the City's overall information systems strategy, (2)\ managing citywide information systems planning, (3) ensuring mid-to long-term plans are prioritized and consistent with resource allocations, (4) developing new automated systems and programs as well as the modification and enhancement of existing systems to meet the business needs of the City, and (5) managing the City's acquisition of new and replacement software and hardware. This recommendation is being made to put in place better planning, coordination and implementation of information technology throughout the City. In the past, information technology consisted of many independent, stand alone systems and pieces of software. In today's world, all information technology continues to converge and it is necessary to establish a central point to manage all of the converging technologies whether they be related to voice (telephony), data (computing) or images (video). The recommendation envisions an individual that would plan and manage the City's centralized automated systems and r late 4,40A//( 7/6 - services, including personnel and equipment and would provide strategic development and use of information technologies; oversee design and implementation of new systems; coordinate citywide acquisition of software and hardware, including development arid implementation of a long-range funding plan for maintenance and replacement of hardware; manage operations and customer support functions for software applications, telecommunications systems and network systems and services; establish goals and policies in accordance with the division's mission and service level objectives; prioritize and supervise the implementation of these goals and objectives; manage the preparation and administration of division operating and capital improvement budgets and recommends and approves technology budgets and expenditures for all departments; works closely with department and division heads to coordinate automated systems implementation and operations for the City; develop and implement citywide long-range information systems strategies, which involve facilitating discussions with City management regarding current and anticipated information services requirements, applications development, enhancement requests and alternative approaches; prioritize the implementation of new systems and enhancements to existing systems; manage design, development, implementation, training and customer support for client server software applications; geographic information systems (GIS); electronic document management systems (EDM); word wide web (WWW) Internet/Intranet/Extranet systems; telecommunication systems including telephone switches, key systems, call accounting systems, voicemail systems, interactive voice response systems, cabling systems and automated call distribution systems; and network systems and services including servers, desktop computers, printers, data switches, routers, hubs, firewalls and gateways; manage preparation of request for proposals, evaluation of systems and services and administration of equipment and software contracts and service level agreements; review departments' requests for hardware and software and makes recommendations, as appropriate, on alternative system or service options; coordinate citywide acquisition of software and hardware, including development and implementation of a long-range funding plan for maintenance and replacements; manages systems design, development and implementation of new or enhanced systems with a focus on web browser enabled interfaces and electronic commerce strategies; establish and maintains written policies and procedures for acquisition, development, implementation, modification, and use of systems and services; and, oversees the operations of computer, network and telecommunication systems, ensuring adequate security, performance and reliability. The individual will not have direct supervisory authority over information technology personnel in divisions located in the Police and Light/Water departments, however, the individual will be responsible for budget and workplan approvals within those divisions. Staff will return to the City Council for formal approval of the class specification, salary range and budget modification upon processing and approval by the Personnel Board. It is staff's intent to advertise this as an in-house promotional opportunity once Council approval is attained. FISCAL IMPACT There is no fiscal impact as a result of this recommendation. Staff will return with a more detailed recommendation on a proposed salary for the position when the class specifications are brought back to City Council for approval.
