II. PUBLIC PARTICIPATION
(Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time,
subject to compliance with applicable meeting rules. Questions to the speaker or responses to the
speaker=s questions or comments, shall be handled after the speaker has completed his/her comments.
Public Participation will be limited to sixty (60) minutes time.)
A. Ms. Tina Lyn Firestone, Executive Director of the Azusa Chamber of Commerce, to address Council
requesting waiver of permit fees for the 1st Annual Azusa Street Festival (Azusa Fest 2002) to be held
on September 28th and 29th, 2002.
III. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS FROM STAFF
A. Public Information Officer Quiroz to provide a presentation on Water Conservation and Fireworks.
B. Continued Items - Project Updates:
1. Contract Award: City Auditorium Exterior Seal. Recommendation: Award the City Auditorium
Exterior Seal Project to Spectra Company in the amount of $17,550.00.
2. Software and Hardware Migration for Library Circulation System. Recommendation: 1) Approve
the cost for the software migration; approve cost for licensing of additional modules; approve related
training costs; 2) Approve the server purchase. Per Azusa Municipal Code 2-523 (c), No Competitive
Market. Total purchase price not-to-exceed $100,000.
IV. SCHEDULED ITEMS
A. PUBLIC HEARING - to consider acquisition of real estate by the City of Azusa for the creation of a
Wilderness Park. Recommendation: Open the Public Hearing; receive testimony, close the Hearing.
Waive further reading and adopt Resolution No. 02-C72, indicating its intent to acquire real property
for the creation of a Wilderness Park.
B. CANCELLATION OF CONTINUED PUBLIC HEARING - for the issuance of tax exempt bonds for APU.
Recommendation: Azusa Pacific University has withdrawn its request for the City of Azusa to be the
issuer of the proposed bond financing and will be applying to the California Statewide Communities
Development Authority (CSCDA) to issue the bonds. This scheduled public hearing will be canceled. A
new public hearing notice will be published for a forthcoming date and time.

V. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or
Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under
SPECIAL CALL ITEMS.
A. Approval of Minutes. Recommendation: Approve minutes as written.
B. Installation of Two-Way Stop Signs on Twintree at Haltern. Recommendation: Approve the
installation of two-way stop signs on Twintree Avenue at Haltern Street and authorize Public Works to
install the signs.
C. Approval of a AForm@ Reimbursement Agreement for Consulting Services in Connection with
Monrovia Growers, JAR-University Commons, and Azusa Pacific University. Recommendation:
Approve the AForm@ Reimbursement Agreement for use in projects being proposed by Monrovia
Growers, Azusa Pacific University and JAR-University Commons LLC, and authorize the City Manager to
execute on behalf of the City.
D. Selection of Terry Hayes Associates for Environmental Impact Analysis Services for University
Commons, and Approval of Contract. Recommendation: Approve the selection of Terry A. Hayes
Associates (TAHA) to prepare the Environmental Impact Report for University Commons, and authorize
the City Manager to execute the contract, contingent upon the execution of a Reimbursement
Agreement with JAR-University Commons LLC.
E. Blanket Purchase Orders over $10,000 FY 2002-03. Recommendation: Approve the issuance of the
blanket purchase orders detailed on the schedule, pursuant to Section 2-523 and 2-524 of the Azusa
Municipal Code.
F. Human Resources Action Items. Recommendation: Approve.
Merit Increase and/or Regular Appointment: J. Adams.
New Appointments: Jason Tingley, Facility Maintenance Worker I; and Paul Reid, Business
Development/Public Benefit Program Coordinator.
Promotional Appointments: G. Dubois, Street Maintenance Crew Supervisor and Debra Mortensen,
Human Resources Technician.
Flexible Staffing Promotion: M. Guadagnino, Network Administrator.
G. Authorization to Enter into a Lease with Plaza De La Raza for Real Property to House the Azusa Head
Start Program. Recommendation: Authorize the City Manager to enter into a lease with Plaza de la
Raza for the real property housing the Azusa Head Start Program. Said lease would be for twenty years
for $1 per year.
H. Selection of Cotton Bridges Associates for Project Management Services for Monrovia Nursery Specific
Plan, Azusa Pacific University Specific Plan, and University Commons Specific Plan, and Approval of
Contract, Subject to Execution of Respective Reimbursement Agreements. Approve the selection of
Cotton Bridges Associates (CBA) for project management services for processing the following Specific
Plans: Monrovia Nursery, Azusa Pacific University, and University Commons, and authorize the Mayor to
execute the contract, contingent upon execution of respective Reimbursement Agreements with the
applicants.

I. Concept Approval of Creating the Position of Chief Information Officer. Recommendation: Approve
the concept of creating the position of Chief Information Officer and direct staff to create and process
the class specification for the position through the Personnel Board.
J. Resolution of Support for the San Gabriel River Watershed, San Gabriel Mountains and Lower Los
Angeles River Grant Program Under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal
Protection Bond Act of 2000. Recommendation: Adopt Resolution No. 02-C73, in support of the San
Gabriel River Watershed, San Gabriel Mountains and Lower Los Angeles River Grant Program under the
California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2000.
K. Resolution Authorizing Payment of Warrants by the City. Recommendation: Adopt Resolution No. 02-
C74.
CONVENE JOINTLY WITH THE REDEVELOPMENT AGENCY TO DISCUSS THE FOLLOWING:
VI. JOINT CITY/AGENCY ITEM
A. Redevelopment Agency Administration Advance from the City. The Redevelopment Agency is
governed by the Health and Safety Code, and its primary source of revenue is property tax increment.
Per the Code, tax increment can only be used to pay debt. In order to fund the Agency=s 2002-03
budgeted operating and administrative expenses of $927,500, the Agency must establish these
appropriations as a debt. Recommendation:
1. Waive further reading and adopt Resolution No. 02-R18, of the Redevelopment Agency requesting a
loan from the City of Azusa for purposes of the Merged Redevelopment Project Area.
2. Waive further reading and adopt Resolution No. 02-C75, of the City of Azusa authorizing loans for
purposes of the Merged Redevelopment Project Area.

B. Resolution Making A Finding that Planning and Administrative Expenses may be funded from the Low-
To-Moderate Income Housing Fund (20% Set -Aside). California Health and Safety Code Section 33334.3
allows redevelopment agencies to utilize low-to-moderate income housing funds (20% set-aside) to
defray certain administrative and planning costs associated with the production, improvement, and/or
preservation of affordable housing. Recommendation: Adopt Resolution No. 02-R19.
C. Blanket Purchase Orders over $10,000 FY 2002-03. Recommendation: Approve the issuance of the
blanket purchase orders detailed on the schedule, pursuant to Section 2-523 and 2-524 of the Azusa
Municipal Code.
D. Resolution Authorizing Payment of Warrants by the Agency. Recommendation: Adopt Resolution No.
02-R20.
VIII. ADJOURNMENT
A. Adjourn to Monday, July 8, 2002, at 4:30 p.m. at Light and Water Conference Room, in order to hold a
Workplan Workshop and a Closed Session on the following:
