SUBJECT: AMENDMENT TO AN EXISTING AGREEMENT FOR TRAFFIC COORDINATION
SERVICES WITH THE MOBILITY GROUP
RECOMMENDATION
It is recommended that the City Council approve the amendment to the current agreement with The
Mobility Group, for additional work to coordinate the EIR traffic studies for Monrovia Nursery, Azusa
Pacific University, and Foothill Center, subject to approval of respective Reimbursement Agreements.
BACKGROUND
The City's General Plan Consultant Team includes The Mobility Group for traffic consulting services. In
the course of the General Plan work, significant progress has been made in understanding the City's
traffic patterns, deficiencies, and opportunities for improvement.
In progress at this time are 3 major projects for which separate traffic studies are being prepared in
connection with environmental impact reports, namely Azusa Pacific University, Foothill Center, and
Monrovia Nursery. It is important that these three traffic studies are well coordinated, in order to ensure
consistency in approach and assumptions, and that they will be consistent with the progress of the
General Plan. The total cost for the coordination work for all three projects together is not anticipated to
exceed $20,000. The current contract amount for the General Plan work is $71,840.
FISCAL IMPACT
No fiscal impact will occur, because the applicants of the three projects have agreed to fund the
additional services of The Mobility Group, which will be included in their respective Reimbursement
Agreements.

FIRST AMENDMENT TO AN AGREEMENT
BY AND BETWEEN THE CITY OF AZUSA AND THE
MOBILITY GROUP FOR TRAFFIC CONSULTING SERVICES
This Agreement is made and entered into this 5th day of August, 2002 by and between the City of
Azusa, a municipal organization under the laws of the State of California with its principal place of
business at 213 East Foothill Boulevard, Azusa, California 91702-1295 ("City"), and The Mobility
Group, a corporation, with its principal place of business at 18552 MacArthur Blvd., Suite 345, Irvine,
California 92612 ("Consultant').
RECITALS
The City and Consultant have entered into an agreement dated September 7, 1999 for traffic
consulting services in connection with the General Plan Update program.
2. The original scope of work included analysis of citywide traffic conditions, and preparation of
the Circulation Element of the General Plan. Within this context, overall traffic conditions
would be analyzed and projected, taking into account potential future projects.
3. Three major projects are currently being processed for approval, which individually require
environmental analysis, including traffic. These include Monrovia Nursery, Azusa Pacific
University Specific Plan, and Foothill Center Redevelopment. In order to ensure consistency
of these projects with the General Plan Update currently in progress, overall coordination
and management of the traffic analyses of these three projects is needed.
4. Within the context of the General Plan Update, it is appropriate that the Mobility Group
undertake the aforementioned coordination and management of individual traffic analyses
for the three projects.
AGREEMENT
This Agreement Amendment, entered into this 5th day of August, 2002, by and between the City and
Consultant, amends the original agreement as detailed below:
Exhibit A, Scope of Services, is hereby amended to include Exhibit 1, attached hereto
and incorporated herein by reference.
2. Exhibit C, Compensation, is hereby amended to include Exhibit 2, attached hereto and
incorporated herein by reference.
3. All other provisions of the original agreement remain unchanged and unaffected.

EXHIBIT 1
Scope of Services
Coordination of Traffic Studies for Specific Plan EIRs for Monrovia Nursery, Azusa Pacific
University, and Foothill Center.
Telsk 1.- Meetings
Attend meetings of the Traffic Working Group (City and representatives of the Monrovia Nursery,
APU and University Commons projects), for coordination of the traffic studies. Six (6) meetings
assumed — two (2) already attended.
Attend meetings with City staff to assist in the coordination of the traffic studies, to address technical
issues, and to review technical information. Eight (8) meetings assumed — one (1) already attended.
Task 2: Existina Conditions Traffic Database
Assist the City in developing a common technical approach and methodology for the three
development project traffic studies — already largely completed.
Assist the City to coordinate the preparation of a common database of existing traffic conditions, to
include one set of traffic volume data (adjusted as necessary) and intersection configuration data,
for distribution to each development team for use in their EIR Traffic Study.
Based on information provided by each team, prepare and distribute: one coordinated diagram of
a.m. peak hour traffic volumes, p.m. peak hour traffic volumes, and one coordinated diagram of
intersection lane configuration information.
Assist City to review all existing conditions intersection analysis to ensure consistency.
Task 3: Future Cumulative Proiects Traffic Database
Assist the City to coordinate the preparation of a common database of future cumulative projects, to
include: project list and descriptions, project trip generation, project trip distribution, project travel
path specifications (for input to each traffic model).
Based on information provided by each team for their projects, and assembled by CityfTMG for other
cumulative projects, prepare and distribute: one coordinated map and one coordinated list of all
cumulative projects showing location, size, composition, and trip generation; maps showing trip
distributions and assumed travel paths for each cumulative project (based partly on information to
be provided by each project team).
Task 4: Review Proiect Impact Issues and Relation to General Plan
Assist the City to review the impact and mitigation analyses and report chapters for each traffic
study. Determine implications for General Plan and advise City. Assist the City in resolving any
circulation conflicts and issues and in developing potential circulation improvements and solutions
that are consistent with the General Plan. Assist the City in the review and/or determination of any
fair share proposals for joint sharing of future improvements.
