AZUS CONSENT CALENDAR TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: CHIEF KING DAVIS VIA: RICK COLE, CITY MANAGER frte DATE: OCTOBER 7, 2002 SUBJECT: GRANT AGREEMENT FROM CA OFFICE OF TRAFFIC SAFETY FOR THE EAST SAN GABRIEL VALLEY DRIVING UNDER THE INFLUENCE CHECKPOINT COALITION RECOMMENDATION: It is recommended that City Council approve a resolution to accept the Grant agreement from the California Office of Traffic Safety (OTS) awarding the City of Azusa up to $120,147 for the purchase of equipment for and the hourly wages at overtime rate to conduct 20 Drunk Driving Checkpoints from January 1, 2003 to December 31, 2004 throughout the Cities of Azusa, Baldwin Park, Covina, Glendora and Irwindale. BACKGROUND: The Azusa Police Department Traffic Division has applied for a grant from the California Office of Traffic Safety. The Project title is "East San Gabriel Valley Driving Under the Influence Checkpoint Coalition" and the project number is AL0302. The grant obligates the police department to conduct at least 20 DUI checkpoints in a 24 month period starting January 1, 2003. The checkpoints will be staffed by three officers from Azusa Police and an additional two officers from each of the four other Coalition agencies (Baldwin Park, Covina, Glendora and Irwindale). The checkpoints will be conducted roughly once a month and the locations of the checkpoints will rotate in each of the different jurisdictions each month. The grant is worth up to $120,147. It will fund the purchase of a DU1/Command Post Trailer equipped with all of the necessary equipment to control traffic, provide lighting and communications for a DUI checkpoint. The cost for the trailer is $23,000. Additionally, the grant funds the purchase of roughly $8,600 for educational equipment for the traffic division to conduct a DUI educational program at each of the high schools in Azusa Unified School a /Ø6z ' 1 AeZiM District. The bulk of the grant is for the overtime hourly rate of each of the officers working the DUI checkpoint. The total reimbursement is $83,090. Each agency will submit a pay-sheet for the hours that their officers worked DUI checkpoints with the Coalition. The City of Azusa will submit a quarterly reimbursement request. When the reimbursement payment is received, the funds will be disbursed to the agencies. FISCAL IMPACT: This is a reimbursement grant in the amount of $120,147 from the California Office of Traffic Safety. Quarterly returns will be filed on a schedule set by OTS. General Characteristics- The Cities of Azusa, Baldwin Park, Covina, Glendora and Irwindale form the East San Gabriel Valley in the northeastern portion of Los Angeles County. The region lies at the foothills of the San Gabriel Mountains. The total population in the area is about 216,461. The area is primarily residential with some commercial and industrial developments. The total area for the five cities is about 48 square miles. There are three main freeways that travel through the area; Interstate 10, 210 and the 605. Additionally, State Route 39 and 30 travels through the area. The climate is Mediterranean, with long, dry summers and mild winters. Court Jurisdiction for the area is Citrus Superior Court in the City of West Covina. B. Police Operating Departments- All five Police Departments have similar Operating Departments and are comprised of the following_ compliment of sworn officers: Azusa—64, three of those assigned to traffic with 2 additional reserve traffic officers Baldwin Park— 74, four of those assigned to traffic with an additional serygeunt supervisor Covina—62, one of those currently assigned to traffic Glendora— 59, two of those assigned to traffic Irwindale—32, two of those assigned to traffic. Field operations is responsible for crime suppression and 24 hour preventive patrol. using police officer generalists. Police generalists are instructed to take appropriate enforcement action on all violations observed. including traffic infractions. Each Traffic Unit is responsible for bringing focus to the traffic safety problems. providing traffic law enforcement and taking the first call to investigate traffic collisions throughout their prospective city while on duty. Adjoining Cities- The City of Azusa is located on the north county border in the eastern portion of Los Angeles County—the east portion of what is called San Gabriel Valley. The Court jurisdiction that services this area is Citrus Superior Court in West Covina. The cities adjoining Azusa are: Glendora, Covina, West Covina and Invindale. The agencies that are serviced by Citrus Superior Court are: Glendora, Covina. West Covina, Irwindale, Baldwin Park, California Highway Patrol and Los Angeles County Sheriff's Department. The cities of Glendora. Covina, Irwindale and Baldwin Park are similar in size and calls for service as of the City of Azusa. West Covina. OTS-38A I Rev 5981 • SCHEDULE A PROJECT No: AL0302 PROJECT DESCRIPTION PAGE 2 Problem Statement Azusa ranks 49/100 Per 1000 Vehicles miles in the category of Alcohol-Involved Collisions (60/100 Per 1000 Population). Although this data doesn't appear to reach an alarming level with only 9 injury crashes in Azusa for the year 2000, Statewide between 1998-2000, California experienced a 15 percent increase in persons killed in alcohol-involved collisions. The Azusa Police Department is comprised of about 60 sworn full-time officers and 8 reserve officers. Each patrol shift deploys fro 5 to 7 uniformed officers depending on the time of day and day of the week. The traffic division has recently been increased from two motor officers, one reserve motor officer and a traffic Community Service Officer with a Patrol Sergeant as a supervisor(not dedicated to the traffic division), to three motor officer(the additional officer is a dedicated traffic supervisor), two reserve motor officers and two traffic Community Service Officers. The grant funded one eight hour shift of overtime for an officer from each agency in Los Angeles County to conduct DUI enforcement as a cooperative effort in subgroups within the county. Many of the enforcement nights were DUI checkpoints. Officers in Azusa, Baldwin Park, Covina, Glendora and Irwindale participated in this program throughout the last couple of years, however, that grant is coming to an end. With each of the individual city personnel restraints, the ability for any of the single agencies to conduct a large-scale DUI enforcement is limited. The cities of Glendora, Covina and Azusa have worked together on several occasions,joining our forces to work different traffic problems in each of our perspective cities. The total number of motor officers has been up to six. The enforcement details have included crosswalk violations, speed enforcement and other miscellaneous details. Project Goals 1. To reduce total fatal and injury collisions 3% from the calendar 2001 base year total of 957 to 928 by December 31, 2004. 2. To reduce alcohol involved fatal and injury collisions 5% from the calendar 2001 base year total of 80 to 76 by December 31, 2004. 3. To reduce hit-and-run fatal and injury collisions 5% from the calendar 2001 base year total of 90 to 86 by December 31, 2004. 4. To reduce nighttime (2100- 0300 hours) fatal and injury collisions 5% from the calendar 2001 base year total of 110 to 105 by December 31, 2004. Project Objectives 1. To issue a press release announcing the kick-off of the project by January 14, 2003. The press release will be forwarded to OTS Public Information Officer at piona,ots.ca.gov and the OTS Regional Coordinator for approval prior to the release. Printed newspaper copies of the press release will be faxed or e-mailed to OTS. 2. To use the following standard language in all press and media materials: "Funding for this program was provided by a grant from the California Office of Traffic Safety." To e-mail to the OTS Public Information Officer at pio@ots.ca.coy and OTS Regional Coordinator at least one month in advance, a short description of any new traffic safety event or program. 4. To conduct a press conference or media event by January 31, 2003 to kick-off or publicize the grant. OTS will be notified at least two weeks in advance of the grant kick-off event. 5. To use the Business, Transportation and Housing Agency, California Energy, and Office of Traffic Safety logos in all press and media materials when feasible and practical. 6. To submit print clip articles by 9 a.m. to the OTS Public Infolivation Officer by e-mail at pio a ots.ca.gov and OTS Regional Coordinator, or via fax at (916) 262-2960. Include publication name and date the article was published on all clips. 7. To issue at least 20 media releases by December 31, 2004. This is in conjunction with Public Service Announcements for DUI checkpoints. 8. To encourage law enforcement agencies to use changeable message signs to promote traffic safety messages and operations. 9. To promote driving sober messages that focus on death, separation from family and loved ones. and the grief suffered by those left behind. 10. To conduct a one day DUI educational program at Azusa High School by December 31, 2003. and an additional presentation at Gladstone High School by December 31, 2004. Enforcement Objectives 11. To conduct a minimum of 10 DUI checkpoints by December 31. 2003 and an additional 10 DUI checkpoints by December 31, 2004. To measure the grant's impact on crime by tracking non-traffic-related arrests that initiate from DUI checkpoints and/or other grant supported activities or operations. Some of the crime statistics to be collected include narcotic arrests; confiscated weapons, stolen vehicles recovered, criminal misdemeanor arrests, criminal felony arrests, and felony warrant arrests. 14. To conduct increased seat belt enforcement during the Buckle Up America/Operation ABC National Mobilization during the weeks of November 25 —December 1, 2002 and May 19—26, 2003. 15. To help publicize "California's Seat Belt Compliance Campaign"before and during the "Buckle Up America" campaigns. Media strategies include are but are not limited to news releases, radio announcements, etc. 16. To develop an Operational Plan to establish the method of operation and the policies applicable to carry out the grant program by January 31, 2003. Note: Nothing in this agreement shall be interpreted as a requirement,formal or informal, that a police officer issue a specified or predetermined number of citations in pursuance of the obligations hereunder. Method of Procedure Phase I (October 1, 2002—December 31, 2002) • A Contract Agreement will be entered into between the City of Azusa and the Cities of Baldwin Park, Covina, Glendora and Irwindale. The Agreement will describe the project and confirm each City's support for it. It will also state the hourly overtime rate that each City will be reimbursed. • The traffic division will purchase and setup a"DUI Command Post"vehicle complete with all of the necessary equipment needed to conduct a DUI checkpoint(signs, cones,barricades, lighting and educational literature). • The traffic division will establish a committee of representatives from each City and establish a schedule for the checkpoints and develop a general operational plan. • The committee will develop and conduct a briefing informational training for each of the agencies involved. • The traffic division will contact a representative from the Los Angeles County Fire Department, American Medical Response Ambulance service and Azusa Unified School District to develop a one- day DUI program for Azusa High School. ,R0 5'981 SCHEDULE A PROJECT No: AL0302 PROJECT DESCRIPTION PAGE 11 Phase II—Implementation of First Year of Project (January 1, 2003 — December 31. 2003) • Provide a Media Release and conduct a Media Kick-off event to coincide with the first DUI checkpoint during the first month. • Conduct at least 10 DUI checkpoints during weekend night hours and holiday dates. Each checkpoint will be conducted in a different represented city each month. • Conduct at least 10 joint traffic enforcement details to target specific traffic problems. Each represented agency will have the opportunity to receive the enforcement assistance. • Conduct a one-day DUI educational program at Azusa High School. Phase III—Implementation of Second Year of Project (January 112004 — December 31. 2004) • Conduct another Media Release to kickoff the second year of the program. • Conduct at least 10 DUI checkpoints during weekend night hours and holidays. • Conduct at least 10 joint traffic enforcement details to target specific traffic problems. Each represented agency will have an opportunity to receive the enforcement assistance. • Conduct a one-day DUI educational program at Gladstone High School. Phase IV—Data Gathering and Analysis (Throughout the Project Period) • Statistical data relating to the project goals and objectives will be collected, analyzed, and incorporated in Quarterly Reports. Quarterly Reports for the quarter ended September 30 will include year-to-date comparisons of goals and objectives. The Evaluation Data— Schedule C form will be completed each quarter and submitted as part of the Quarterly Report. These reports will compare actual project accomplishments with the planned accomplishments. They will include information concerning changes made by the Project Director in planning and guiding his project efforts. Three Azusa Police Officers will be assigned to work the checkpoints on an overtime basis. The checkpoints will run seven hours in duration. Travel Expense Travel funds will be utilized for travel and per diem to attend the Police Traffic Services Seminar. Funds may be used to attend OTS approved training. All travel claimed will be at the city of Azusa's approved rate. Contract Services Along with Azusa Police Officers, the other four allied agencies will supply two officers on an overtime basis to work the checkpoints at their respective overtime rates. The total hours allotted for the checkpoints are 20 checkpoints at 7 hours in duration multiplied by the 8 officers (1,120 personnel hours). Additionally, Azusa Police officers will conduct two SLAM programs (one at each Azusa High School) that will employ 4 police officers and a supervisor for each program at 4 hours each (total of 40 hours at regular salary). Funds will be utilized to send allied agencies that participate in the project to attend the Annual Police Traffic Services Seminar. Non-Expendable Property The police department will purchase a fully equipped command post/ sobriety checkpoint trailer and educational items for conducting on-going DUI education programs (DUI Simulation Goggles and literature). Other Direct Cost A computer system will be purchased to equip the command post/sobriety checkpoint trailer with a mobile computer system for dispatch use and CLETS access for driver's license checks etc. Printing educational and promotional items will be purchased to provide support for project goals and objectives. Promotional items purchased under this grant will contain a traffic safety message that relates to this project and appropriate logos, whenever practical and possible. (d) By October 31,"continuing"projects must submit a September 30 claim and a written justification to support carrying forward prior year unexpended funds. September 30 claims and written justifications,supporting the carrying forward of prior year unexpended funds,submitted after November 30,will not be processed. The prior claim(i.e.,June 30)will be considered the year-end claim in order to close out the federal fiscal year ending September 30. In addition,prior year unexpended funds will be deobligated and allocated to new projects. (e) All documentation required to request a project revision(i.e.,time extensions,budget category changes,and etc.)must be submitted to OTS prior to the effective date of change(s). For example:OTS will not consider a request for a grant period time extension unless all necessary paperwork is submitted prior to the existing grant termination date. NON-DUPLICATION OF GRANT FUND EXPENDITURE The certifying applicant has no ongoing or completed projects under agreement with TOPICS,CCCJ(LEAA),HEW,or other Federal fund sources,which duplicate or overlap any work contemplated or described in this Traffic Safety Project. It is further agreed that any pending or proposed request for other Federal grant funds which would duplicate or overlap work under this Traffic Safety Project,will be revised to exclude any such duplication of grant fund expenditures. It is understood that any such duplication of Federal fund expenditures subsequently determined by audit will be subject to recovery by the Office of Traffic Safety. VII.
