SUBJECT: AMENDMENT OF $200,000 TO THE HUMAN RESOURCES DEPARTMENT OPERATING BUDGET
FOR THE 2002-2003 FISCAL YEAR AND AN INCREASE TO THE BLANKET PURCHASE ORDER
NUMBER 310720 FOR A NEW TOTAL OF $200,000
RECOMMENDATION
It is recommended that the City Council approve an amendment to the operating budget of the Human
Resources Department in the amount of$200,000, for the 2002-2003 fiscal year, and approve an increase to
the Blanket Purchase Order #310720 to a total of$200,000.
This amendment covers the substantially increased cost of State of California Employment Development
Department (EDD) unemployment billing for the period beginning July 1, 2002 through September 30, 2002,
and subsequent billing through the remainder of the fiscal year 2002-2003.
BACKGROUND
Beginning in mid-June 2002,unemployment claims were filed by former staff of the Azusa Head Start Program.
40 former Azusa Head Start staffers filed unemployment claims with the State of California Employment
Development Department for the period of July 1, 2002 through September 30, 2002 in addition to two
existing non-Head Start claims. These claims have all been processed and are now being billed to the City of
Azusa by the EDD in the amount of $68,000.
As EDD claims are billed quarterly, a budget amendment for$200,000 has been calculated to cover the entire
2002-2003 fiscal year (4 quarters), and includes adjustments for a decreasing number of claims through the
end of the fiscal year. The anticipated decrease in unemployment claims is attributed to claimants gaining
employment and/or exhausting the maximum benefit level. (Although the private nonprofit organization of
Plaza de la Raza assumed operation of the Head Start Program in the City of Azusa in July 2002, the
unemployment claims filed by former Azusa Head Start staff will continue on the City of Azusa's EDD billing
until the benefit exhausts or the staffers gains other employment.)
There is currently$50,000 allocated in the Human Resources operating budget for EDD unemployment claims.
An amendment of $200,000 in addition to the existing $50,000 would total $250,000 and would provide
funding to ensure the City's ability to make full payment on unemployment billing for the remainder of this
fiscal year.
FISCAL IMPACT
This amendment transfers $200,000, from the Self Insurance Fund fund balance into the Human Resource
Department operating budget for the remainder of the 2002-2003 fiscal year. �`' �/////,

SUBJECT: NEW LACTATION ACCOMMODATION LEGISLATION
As of January 1, 2002, Assembly Bill 1025, New Lactation Accommodation Legislation
became effective. This Bill states all California Employers are required to:
• Provide a reasonable amount of break time to accommodate an employee
desiring to express breast milk for the employee's infant child. If possible, the
break time should coincide with the employee's paid rest time, which is
required by the Industrial Welfare Commission Orders. If not, the break time
need not be paid.
• Make a reasonable effort to provide the employee with the use of a room or
other location (other than a lavatory stall) in close proximity to the employee's
work area so that the employee may express milk in private.
