REAL PROPERTY NEGOTIATIONS (Gov. Invocation – Pastor Jesse Aramburo of the First Baptist Church of Azusa. ! Roll Call III. PUBLIC PARTICIPATION (Person/Group shall be allowed to speak without interruption up to five (5) minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker=s questions or comments, shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes). IV. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM COUNCIL AND STAFF A. Assistant City Manager Robert Person to provide an update on the Azusa Health Clinic. V. CONTINUED ITEMS A. Notice of Completion: City Auditorium Interior Renovations. Recommendation: Accept the project as complete, approve the attached notice of completion, and approve extras in the amount of $26,626.50. VI. SCHEDULED ITEMS A. PUBLIC HEARING – Community Development Block Grant (CDBG) 29th Year (Fiscal year 2003/04) Program. Recommendation: Open the Public Hearing; receive testimony, close the Hearing. Waive further reading and adopt Resolution No. 02-C137, approving the 29th Year projects. B. Single Family Housing Rehabilitation Program Guidelines – Presentation Economic/Redevelopment Director John Andrews. Recommendation: Approve the updated CDBG Grant and HOME Single Family Housing Rehabilitation Program Policy Manual guidelines and authorize their immediate use. 12/02/02 PAGE TWO VII. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. A. Approval of Minutes. Recommendation: Approve minutes as written. B. Confirmation of Azusa School Board Representative to the Human Relations Commission. Recommendation: Adopt Resolution No. 02-C138, appointing Ilean M. Ochoa to the Human Relations Commission (HRC), to fill an unexpired vacancy. C. Human Resources Action Items. Recommendation: Approve Personnel Action Requests in accordance with Section 3.3 of the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). D. Traffic Safety Items: 1) Installation of Four Way Stop Signs at the Intersection of Tenth and Angeleno, 2) Intersection Improvements at Todd and Foothill, and 3) Installation of a Traffic Signal at the intersection of Gladstone and Pasadena. Recommendation: 1) Install four way stop signs at the intersection of Tenth and Angeleno; 2) Lane assignment improvements at the intersection of Todd and Foothill; 3) Amendment the CIP budget to transfer savings from the Street Rehabilitation project to install a traffic signal at the intersection of Gladstone and Pasadena; and, 4) Authorize Public Works to design and install the improvements. E. Notice of Completion and Acceptance for Roadway Rehabilitation, Various Locations. Recommendation: Accept the project as complete, approve the Notice of Completion for “Roadway Rehabilitation, various locations”, approve a CIP amendment to transfer the project savings to the intersection of Gladstone and Pasadena, and authorize the City Clerk’s Office to file the notice of completion for recordation. 12/02/02 PAGE THREE F. Resolution Authorizing Payment of Warrants by the City. Recommendation: Adopt Resolution No. 02- C139. VIII. REDEVELOPMENT AGENCY CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. Recommendation: Approve minutes as written. B. Resolution Authorizing Payment of Warrants by the Agency. Recommendation: Adopt Resolution No. 02- R34. IX. ADJOURNMENT. A. Adjourn to Saturday, December 7, 2002, 9:00 a.m. in the Azusa Light and Water Conference Room, to conduct a Joint Planning Commission- City Council Workshop regarding Monrovia Nursery. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a city meeting, please contact the City Clerk at 626-812-5229.
