SUBJECT: AUTHORIZATION TO ACCEPT GRANT AWARD (GRANT # G03162) FROM SOUTH
COAST AQMD FOR PARTICIPATION IN THE PM RETROFIT PROGRAM.
RECOMMENDATION
It is recommended that the City Council accept the grant award from South Coast Air Quality
Management District for participation in the PM Retrofit Program. AQMD will reimburse the City
of Azusa up to $36,000 for installation of particulate matter traps on six of the City's diesel
powered on road trucks.
BACKGROUND
On August 12, 2002, The Public Works Department applied to the South Coast Air Quality
Management District for participation in the PM Retrofit Program. This program will reimburse
the City of Azusa up to $36,000 for installation of "Particulate Matter" traps on six City owned
trucks designated for off road use. The purpose of this device is to drastically reduce the
emission of particulate matter into the atmosphere resulting from diesel combustion. The cost
to retrofit the eligible trucks is estimated at $36,000. The AQMD grant would essentially make
this retrofit conversion a no cost proposition for the City of Azusa.
AQMD has identified diesel powered equipment as a primary source of air toxicity in the Los
Angeles Basin. There have been two recent legislative actions aimed at "cleaning up" the air
toxicity associated diesel combustion. The first action has been the mandated conversion to
low sulfur diesel. This has taken the sulfur content from 500 parts per million down to 150
parts per million. The City of Azusa plans in the near future to convert to "ultra low sulfur
diesel" fuel (which has a sulfur content of 15 parts per million). This conversion to "ultra low
sulfur diesel" is above and beyond the current legislative requirement but we have been
advised by the regulatory authorities that this will become the required fuel in the near future.
We expect to have this replacement fuel in our tanks by March of 2003.
AQMD is also encouraging the installation of PM traps on 1996 and newer diesel powered
trucks designated for on road use (as evidenced by this grant program). It anticipated that this
"request for PM trap installation" will be followed up by an un-funded mandate in the near
future requiring "PM trap installation". Staff felt it was prudent to both comply with the future
directives aimed at improving our air quality as well as simultaneously taking advantage of the
cost reimbursement incentive offered by this program.
FISCAL IMPACT
Since this grant will fully recover the cost of retrofitting particulate matter traps on six City owned
diesel powered trucks, there will be no fiscal impact on the Public Works Vehicle Maintenance
budget.

As a condition of receiving this funding ("Grant"), you are required to comply with all of the following terms and
conditions including those set forth in the following documents, which are attached and incorporated as part of this
Grant:
1) List of Vehicles To Be Retrofitted (Attachment A). Please note only 1994 and newer vehicles, registered in
California,are eligible.
2) PM Retrofit Program, Program Announcement(PA2003-04),dated July 12,2002(Attachment B)
Grantees must install diesel particulate trap filters ("PT Filters") that have been verified by the California Air
Resources Board ("CARB") to reduce particulate emissions by 85%or greater. The following companies currently
manufacture verified PT Filters: Johnson Matthey and Englehard. A copy of this Grant should be provided to the
vendor or authorized distributor of vendor("Vendor")installing the PT Filter.If a Grantee purchases and installs the
above PT Filters for less than$6,000 per vehicle,the Grantee could use the savings to retrofit additional vehicles, as
long as these new vehicles are 1994 and newer, and the devices have been verified by CARB to reduce particulate
emissions by 85%or greater.
Once installed, Grantee shall provide the South Coast Air Quality Management District ("AQMD") with the
following:
a) A detailed invoice with breakdown of costs between parts and labor verifying purchase and installation of the
PT Filter on each vehicle listed in Attachment A.
b) A signed statement by an authorized official of the Grantee affirming that, for each eligible vehicle, the PT
Filter was purchased and installed,warranty was provided by the Vendor and accepted by the Grantee.
c) A copy of the PT Filter warranty card provided by the Vendor(The Grantee must promptly supply the Vendor
with the information needed for the warranty of the PT Filter). For each vehicle, this information includes,but
is not limited to, license plate, odometer reading, date of installation, vehicle model and serial number, diesel
fuel used, duty cycle and the company that installed the PT Filter.
d) A copy of the installation warranty from the installer of the PT Filter,if applicable.
e) Instruction to the AQMD to pay the Vendor who installed the PT Filter, including the cost of: purchase,
installation, warranty, and sales tax of the PT Filter. The maximum allowable funding amount is $6,000 per
vehicle, up to a maximum amount of$36,000
Payments under this Grant shall be made directly to the Vendor of the PT Filter. Payment for the PT Filter shall be
made when Grantee provides the above documentation and a copy of the agreement with a supplier to supply low
sulfur diesel for the remaining life of the vehicles retrofitted with the PT Filters. All retrofits must be completed by
March 31,2003.
The undersigned parties agree to the terms and conditions as set forth in this Grant. The undersigned parties certify
under the penalty of perjury that they are duly authorized to bind the parties to this Grant.
