SUBJECT: WATER DIVISION BUDGET AMENDMENT
RECOMMENDATION
It is recommended that the Azusa City Council conduct a Public Hearing and approve a budget amendment in
the amount of $1.2 million and authorize the issuance of a Purchase Order in that amount to Upper San Gabriel
Valley Municipal Water District (USGVMWD) for fiscal year 2002-2003.
BACKGROUND
At its regular meeting on October 28, 2002, the Utility Board/City Council approved an Agreement to provide a
connection at Upper San Gabriel-8 (USG8) to Suburban Water Company (Suburban), thereby enabling them to
buy water from Metropolitan Water District via this connection. Under the terms of the Agreement, the City’s
Water Division will be billed by USGVMWD for all water used at this connection. In turn, the Water Division will
submit an invoice to Suburban for recovery of its water costs, plus a 6% administration and operation surcharge
with the minimum surcharge being no less that $6,000.00 per month.
This connection has been completed and water service to Suburban is currently being furnished at a rate of 6
cubic feet per second. The estimated cost of water through this connection for the balance of the current
fiscal year is $l.2 million.
FISCAL IMPACT
There will be no negative fiscal impact as all water costs will be reimbursed by Suburban. Additionally, all
monthly surcharge amounts will be transferred to the General Fund.
