PUBLIC HEARING

SUBJECT: PUBLIC HEARING ON APPLICATION OF “DIAMOND YELLOW CAB” TO OPERATE TAXICABS
IN THE CITY OF AZUSA
RECOMMENDATION:
Conduct a public hearing to consider the granting of a Certificate of Public Convenience and Necessity, and
direct staff to prepare a Resolution granting the Certificate.
BACKGROUND: The City Business License Division has received an application from Diamond Yellow Cab, 4155
N. Maine St., Baldwin Park, California 91706, to operate within the City of Azusa. Said application is being made
pursuant to Section 82-66 et seq Azusa Municipal Code (copy attached) which requires the City Council to
conduct a Public Hearing and issue a “Certificate of Public Convenience and Necessity” by Resolution.
A copy of the application was also forwarded to the Azusa Police Department for their review and comment,
as well as to process the Driver Permits as required under Section 82-126 Azusa Municipal Code.
At this time five (5) other private taxicab services are licensed to operate within the city. In general, taxi
services provide the public with a means of alternative transportation that is not otherwise provided. This is
particularly true for senior citizens, and lower income residents who have limited means of transportation.
Also, with stiffer penalties for driving under the influence, and driving without proof of insurance, the demand
for readily available taxi services is growing. This trend is reflected in the fact that Azusa now has four other
taxi operators operating within the city.
The applicant has submitted all required documents provided for in the Azusa Municipal Code, along with
arguments in favor of his application (copies attached).
Staff notes, however, that with the proliferation of taxi services within the community, complaints are being
received about taxis congregating and parking in residential parts of the city. Therefore, staff would
recommend that should the Council grant a permit to the applicant, that it specifically prohibit the operator’s
taxis from parking in residential areas, or to be parked on commercial properties without written consent of
the property owner, except in the course of dropping off or picking up a fare.
FISCAL IMPACT: Will increase Business License Revenue $120.00 per year.
