SUBJECT: CONSULTING SERVICE AGREEMENT: WOMEN’S CLUB UPGRADES
RECOMMENDATION
It is recommended that the City Council approve a Consulting Service Agreement for the Women’s Club
Upgrades, with Jamkar Engineering Inc., in the amount of $26,000.00.
BACKGROUND
In 2001, the City of Azusa hired Jamkar Engineering for a complete structural evaluation of the Women’s
Club building. The report was completed and specific structural, mechanical, plumbing, and electrical
upgrades were recommended.
In order to implement the improvements, construction plans and specifications are required for the
building. Jamkar Engineering has submitted a proposal to provide the construction drawings and bidding
documents for structural seismic retrofitting, mechanical, and electrical upgrades.
In addition to the above improvements, staff will also investigate exterior improvements for the building,
which may include a seal coat.
Jamkar proposal fee is $26,000, exclusive of reimbursable costs (such as the City Building Division plan
check fees since they can not be determined at this point in time). In the current year CIP budget,
$400,000 have been appropriated for the Women’s Club upgrades, including design services.
Project Scope Review by Cultural & Historic Preservation Commission & Women’s Club
On December 17, 2002, staff met with the Cultural and Historic Preservation Commission to discuss the
upcoming improvements for the Women's Club.
The Commission was assured that the upgrades will only be structural, mechanical, and electrical in
nature and no architectural changes will be made (no interior decoration improvements are
contemplated).
The Commission reviewed the improvement recommendations and the recent proposal for design work
and had two major concerns/comments:
1. The extent the existing stucco may be cut or touched up
We don’t anticipate that more than 15% of the existing stucco may require cutting into. However, during
the actual design, we will get a much better sense for it and the Commission will be updated once
consultant begins his work.
2. If the consultant could use the "State Historic Building Code" instead of the "Uniform Building Code"
In checking with the Building Division, since this building is on the local "Historical Landmark" list, we can
use the State Historic Building Code. We will also pay a particular attention to the ADA requirements and
bathroom accessibility. We will review the bathrooms once the consultant is on board.
On January 8, 2003, staff briefed the Womens Club membership regarding this project. It was agreed
that staff would meet with a committee of the club to discuss desired improvements and how they might
be achieved within this contract or as a matter of supplemental work.
Request for Proposals
On November 12, 2002, staff circulated request for proposals on this project to four potential bidders.
Jamkar was the only company to submit a proposal, with a sealed bid, to the City on December 3, 2002.
Staff has evaluated the proposal and determined Jamkar as responsive with a competitive bid.
FISCAL IMPACT
In the current year CIP budget, $400,000 have been appropriated for the Women’s Club upgrades. The
consultant fees were included in the project CIP budget.
