SUBJECT: AUTHORIZATION TO ADVERTISE BIDS AND APPROVE SPECIFICATIONS - PURCHASE OF
TRUCKS FOR THE PUBLIC WORKS DEPARTMENT
RECOMMENDATION
It is recommended that the City Council authorize staff to advertise bids for purchase of seven trucks for
the Public Works Department approve the attached specifications.
BACKGROUND
In the fiscal year 2001-2002 Capital Replacement Budget, the City Council authorized the Public Works
Department to purchase (7) trucks. These seven trucks were to be allocated as follows; four trucks to
the Parks Division and three trucks to the Streets Division. Of the seven trucks earmarked for purchase,
six were direct replacements for existing vehicles units #101, #103, #110, #201, #203, and #216. One truck is
an additional unit for the Parks Department.
Five out of the six existing trucks are over 16 years old (1986 vintage) and have far surpassed the end of
useful economic life. The remaining unit is a 1991 model. All six of the trucks have been problematic over
the last 5 years due to their extended age.
Although these trucks were approved for purchase in FY 2001-2002, the actual purchase was deferred
and held in abeyance for three major reasons; the expectation that supplemental grant funding in the
future could help offset and reduce the purchase cost, the uncertainty of AQMD regulations concerning
mandated fuel / alternate fuel requirements, and the uncertainty of a local CNG fueling station. All three
of these concerns have been addressed within the last three months and we are now ready to proceed
with vehicle purchasing and procurement.
The City of Azusa recently applied for MSRC funding for reimbursement in the amount of $30,000 on
CNG powered medium duty trucks. This anticipated reimbursement directly reduces the cost for three of
the trucks earmarked for purchase. Second, AQMD had finalized their regulatory purchase requirements
for fleet operators and staff has insured that three of the trucks qualify as “ultra low emission vehicles”
and that the remaining four trucks qualify as “low emission vehicles”. We have exceeded the
specification standards mandated by AQMD. Third, the CNG station at Todd and Tenth in the City of
Azusa is currently under construction and will be completed by the time we take delivery. Previously, we
have to commute to Covina to fill up our CNG vehicles. The installation of the new CNG station in Azusa
adjacent to the City Yard will make refueling of our alternate fuel vehicles seamless and convenient.
FISCAL IMPACT
In the Fiscal Year Budget, $255,000 was allocated for the purchase of these seven trucks. This will be
funded through the Public Works endowment fund.
