SUBJECT: PROJECT CONTRACT AWARD - TRAFFIC SIGNAL IMPROVEMENTS AT THE INTERSECTION OF
GLADSTONE AND PASADENA
RECOMMENDATION
It is recommended that the City Council:
1. Award the contract for Traffic Signal Improvements at the Intersection of Gladstone and
Pasadena to LA Signal, Inc., in the amount of $67,496.00.
2. Approve transfer of $39,736.76 from the project budget to the Traffic Signal Maintenance
Account (10-55-651-000-6493, outside services).
BACKGROUND
On January 14, 2003, the City Clerkâs Office received the following nine bids for the subject project:
1. LA Signal, Inc. $67,496.00
2. Villegas Electric $68,821.00
3. Macadee Electrical $75,750.00
4. Steiny & Company, Inc. $73,269.00
5. Dynalectric $73,514.00
6. Pete & Sons $75,288.00
7. VT Electric, Inc. $75,750.00
8. CT&F Inc. $76,927.00
9. TDS Engineering $104,266.00
Staff has examined the bids and determined that LA Signal Inc. is the low, responsible bidder.
Project Background
Staff completed a traffic signal warrant study for the intersection of Gladstone and Pasadena previously
and recommended the installation of the traffic signal. Funding was an issue for the new signal and on
December 2, 2002, City Council approved the transfer of the savings realized in Street Improvements
project.
The traffic signal will include a two-phase system to allow for alternate movements on Gladstone and
Pasadena as well as safe passage for pedestrians crossing Gladstone (the controller will be an eight-
phase computer with capabilities for potential expansion, like left turn protective arrows for the east
bound, if warranted in the future).
FISCAL IMPACT
On December 2, 2002, the City Council approved a CIP Amendment to transfer $107,232.76 to this project.
Since this project will be completed with $67,496.00, staff is requesting the transfer of the balance of
$39,736.76 to the Traffic Signal Maintenance Account (10-55-651-000-6493, outside services). We have
recently experienced extra-ordinary maintenance needs at the following locations and the maintenance
budget needs to be augmented:
1. The signal at San Gabriel/Fifth with the circa-1946 cabinet and controller collapsed on
December 6, 2002. Our initial estimate for the replacement is $14,390.
2. The controller at Citrus/Alosta needed special attention for an estimated cost of $2,000.
3. The cabinet and controller at First/Vernon need to be replaced with a price tag of $28,000.
