SUBJECT: PROJECT CONTRACT AWARD - PAVEMENT MANAGEMENT PLAN IMPROVEMENTS
RECOMMENDATION
It is recommended that the City Council award the contract for Pavement Management Plan
Improvements project to Manhole Adjusting Inc., in the amount of $609,400.
BACKGROUND
On January 14, 2003, the City Clerk’s Office received the following five bids for the subject project:
1. Manhole Adjusting Inc. $609,400.00
2. Pavement Coating Co. $638,559.40
3. American Asphalt South Inc. $642,100.00
4. California Pavement Inc. $651,974.00
5. Western States Surfacing $665,290.62
Staff has examined the bids and determined that Manhole Adjusting Inc. is the low, responsible
bidder.
Project Background
In November 2002, the City Council approved a comprehensive five-year Pavement Management Plan for
the entire City of Azusa. In the current fiscal year, three neighborhood zones were selected to receive
appropriate improvements.
For this project, the pavement rehabilitation strategy include the following two treatments:
• Cape seal coat
• Rubberized slurry seal coat
FISCAL IMPACT
The current year CIP list has designated $2,139,000 for this project (including overlays in phase II (to
begin in approximagtely 3 months) of the pavement strategy for Gladstone Avenue and Azusa and San
Gabriel Canyon Road).
