SUBJECT: UPDATED CLASS SPECIFICATION AND SALARY FOR THE POSITIONS OF COMMUNITY
IMPROVEMENT OFFICER AND- RECLASSIFICATION FOR ACCOUNT SPECIALIST I AND
DIRECTOR OF PARK PLANNING &DEVELOPMENT
RECOMMENDATION
The Personnel Board recommends, pursuant to the City of Azusa Civil Service Rules Section 3.8 and
3.9, that the City Council adopt the following actions:
• Updated class specification and salary for the position of Community Improvement
Officer;
• Reclassification of an Office Specialist 11 to Account Specialist I;
• Reclassification of an Associate Director of Parks & Recreation to .Director of Park
Planning&Development.
BACKGROUND
The position of Community Improvement Officer was initially adopted in 1999. The position is staffed
within the Police Department and essentially focuses on quality .of life enforcement issues in
conjunction with the City's commitment to neighborhood preservation, enhancement and
maintenance.
Upon recent review of this class specification, the Police Department and Human Resources
Department determined that the class specification should be updated to more accurately reflect the
duties of this position. These duties and responsibilities include ensuring compliance with regulations
and standards pertaining to quality of life issues and enforcement and inspection related to local
ordinances and laws. Additionally, this classification is enhanced by the ability of the incumbent to
perform Reserve Police officer duties in conjunction with the responsibilities of this position. Revisions
in the class specification were also made to update the education and experience levels to more
accurately and appropriately describe qualifications necessary for this position.
An internal review of the salary structure for this classification in comparison to positions with similar
duties and responsibilities was conducted. The salary review revealed that the existing salary range for
Community Improvement Officer was not internally aligned and should be increased slightly to be
comparable with similar positions within the organization, such as Community Improvement Inspector.

This position will remain assigned under the Compensation and Benefits Memorandum covering Non- '.
Represented/Confidential Positions with benefits tied to the Civilian Association of Police Personnel—
(CAPP). The monthly salary for this position is recommended at Range #4171 which is $3,133.92 -
$3,772.20 (formerly Range #9164 = $2,877.46 - $3,469.21 .) This action represents an increase of
approximately 8.7% for this classification.
The Finance Department recently reviewed the job duties and responsibilities undertaken by the
department's Office Specialist II. This review revealed that the incumbent is currently working out of
classification. Reclassification of the incumbent, based upon the current duties performed and
responsibilities assumed, is recommended at this time. The current duties and responsibilities of the
Office Specialist II are more accurately described under the classification of Account Specialist 1.
Currently the incumbent's job duties consist of reviewing, verifying and filing cash deposit reports, data
entry processing and filing budget transfers and amendments. Additionally, the incumbent handles
data entry processing, filing of general ledger journal entries, conducts training of City personnel
regarding proper cash receipt processing and handling procedures. The incumbent also provides back-
up assistance to other Account Specialists for processing of purchase orders, invoices, and warrants.
This position and benefits will remain under the Compensation and Benefits Memorandum covering
Azusa City Employees Association (ACEA). The monthly salary range for reclassification of the
incumbent to Account Specialist I is $2,531.79 - $3,041.92 (formerly Office Specialist 11 = $2,372.50 -
$2,848.33.) This action represents a 6.8% increase in salary as a result of the reclassification.
On September 16, 2002, the Azusa City Council adopted the re-organization of the Recreation and
Parks Department. As the Department of Recreation and Family Services was established to
incorporate the Recreation function and Senior Services division within the City, the responsibilities of
park master planning and development were assigned to the classification formerly titled Associate
Director of Recreation &Parks.
The attached class specification reflects the enhanced duties, responsibilities and accountability
required at the Director/executive management level. Additionally, the class specification was retooled
to describe the actual functions and responsibilities related to park master planning and park
improvement/development. Additionally, this position will continue to serve as an advisor and/or
liaison to the Parks and Recreation Commission and the City Council. This classification continues to
report directly to the City Manager and/or Assistant City Manager.
This position and benefits will remain assigned under the Compensation and Benefits Memorandum
covering Executive Management positions. The monthly salary range for this position is recommended
at $5,514.60 - $6,703.02 (formerly Associate Director $4,883.15 - $5,935.51). This action
represents a 12.9% increase in salary as a result of this reclassification.
FISCAL IMPACT
The fiscal impact for the above actions total $3,028 ($1,818 for Community Improvement Inspector
and $1,210 for Account Specialist 11) for the remainder of the 2002-2003 fiscal year. These amounts
will be absorbed respectively within the Police Department and Finance Department approved 2002-
2003 fiscal year budgets and costs offset salary savings within each department.
The fiscal impact for the reclassification of the Director of Park Planning & Development is $4,800 for
the remainder of the 2002-2003 fiscal year. The total amount of the Recreation reorganization is
$27,800.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING THE CITY'S CLASSIFICATION PLAN AND ESTABLISHING COMPENSATION
FOR THE CLASSIFICATIONS OF DIRECTOR OF PARK PLANNING & DEVELOPMENT
WHEREAS, the Municipal Code and Civil Services Rules of the City of Azusa require that
amendments or revisions to the Position Classification Plan be approved by Resolution of the City
Council; and,
WHEREAS, it has been determined that the classification of Director Park Planning & Development,
under the Salary and Benefits Memorandum covering Executive Management Positions and the
classification of Community Improvement Officer, under the Salary and Benefits Memorandum
covering Non-Represented/Confidential position; and
WHEREAS, it has been determined that the appropriate compensation for these positions are as
follows:

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does hereby
adopt the above salary range for the classifications of Director of Park Planning & Development and
Community Improvement Officer, thereby amending the City's Position Classification Plan.
