SUBJECT: RESOLUTION ADOPTING ROADWAY WIDTH STANDARDS LESS THAN 40 FT.
WIDE FOR THE MONROVIA NURSERY SPECIFIC PLAN
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution establishing roadway
width standards less than 40 ft. wide for the Monrovia Nursery Specific Plan.
BACKGROUND
During the hearings on the Monrovia Nursery Specific Plan, reduced-width streets were
discussed. One of the key components of the Specific Plan is the creation of livable,
walkable neighborhoods featuring enhanced architectural designs, and pedestrian -friendly
streets that significantly contribute to the neighborhoods' character. These pedestrian-
friendly streets are characterized by wide sidewalks, wide parkways separating the curbs
from the sidewalks, large canopy street trees, and streets with reduced widths.
The narrower street widths cater to pedestrians, add to neighborhood character, and above
all, reduce traffic speed, thereby enhancing pedestrian safety. The Specific Plan establishes
minimum roadway widths in the Park Neighborhoods of 32 ft. curb-to-curb, with parking on
both sides. The curb-to-curb width is the same as in Parkside, Mountain Cove, and Citrus
Collections, and will be recommended as a standard in the new General Plan.
The City Council has already adopted the Specific Plan containing these standards.
However, a separate resolution is needed in order to comply with the Municipal Code and
the Streets and Highways Code. These codes allow the City to adopt roadway widths of
less than 40 ft. wide, by resolution adopted by a four-fifths majority vote of the Council.
FISCAL IMPACT
There is no fiscal impact anticipated as a result of adopting this resolution.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA,CALIFORNIA,DETERMINING THAT THE PUBLIC
CONVENIENCE AND NECESSITY REQUIRE DESIGN,
CONSTRUCTION AND MAINTENANCE OF ROADWAYS OF
LESS THAN 40 FEET IN WIDTH, CURB TO CURB, FOR
ROADWAYS CONTAINED IN THE MONROVIA NURSERY
SPECIFIC PLAN
WHEREAS,on February 3,2003,the City of Azusa City Council conducted the first
reading of an ordinance approving the Monrovia Nursery Specific Plan; and
WHEREAS, the Monrovia Nursery Specific Plan ("Specific Plan") provides for a
pedestrian-friendly street design that contributes to enhanced neighborhood character, using
curvilinear and narrow streets and other traffic calming design features consistent with the Guiding
Principles of the Specific Plan; and
WHEREAS, Section 66-359 of the Azusa Municipal Code and Section 1805 of the
California Streets & Highways Code generally provide that the City Council may, by resolution
adopted by four-fifths vote of its members, determine that the public convenience and necessity
require the construction and maintenance of streets and roadways containing less than 40 feet in
width; and
WHEREAS, such a determination is necessary to implement the Specific Plan's
Guiding Principles and implement the design features of the Specific Plan.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES FIND AND DECLARE THAT:
SECTION 1. In accordance with recitals set forth above,the City Council of the City
of Azusa hereby finds and determines that the public convenience and necessity require the design,
construction and maintenance of streets and roadways with less than 40 feet of width, curb-to-curb
for the Monrovia Nursery Specific Plan.
SECTION 2. The City Council hereby approves the street and roadway widths
contained in the Monrovia Nursery Specific Plan attached hereto as Exhibit "A" to this Resolution.
SECTION 3. Effective Date. This Resolution shall become effective upon the
effective date of Ordinance No. approving the Monrovia Nursery Specific Plan.
