RECOMMENDATION It is recommended that the City Council waive formal bidding requirements and allow the Department of Public Works to "piggyback" on the County of Riverside Bid for purchase and installation of Particulate Matter Traps on six pieces of diesel powered equipment. BACKGROUND In its meeting of January 21, 2003, the City Council authorized the Department of Public Works to accept a grant award from the South Coast AQMD for participation in the "Particulate Matter Retrofit Program". This program enabled funding in the amount of $36,000 for purchase and installation of particulate matter traps on six of our diesel powered trucks. The purpose of these traps is to reduce the emission of particulate matter into the atmosphere resulting from diesel combustion. The city has taken solicited bids from three vendors. The vendors in the ascending order of pricing is as follows; Vendor Unit Price Total Price Dietrich International $6,305. $37,830. Valley Detroit Diesel $6,452. $38,712. West Coast International $6,500. $39,000. The low bidder, Dietrich International of San Bernadino, received the bid award by the County of Riverside on September 5, 2002 for installation of pm traps on all of their eligible diesel powered 4/206( 31/4/d fleet. This bid award determination was based on the formal bidding process. The Department of Public Works hereby requests authorization to "piggyback" on the County of Riverside bid and receive the same per unit pricing of$6,305 (including trap and installation). Dietrich International has agreed to-::grant to the City of Azusa the same per unit pricing offered to the County of Riverside. FISCAL IMPACT The cumulative cost to install the six PM traps using the low bidder, Dietrich International,will be $37,830. Based on a reimbursement grant amount of $36,000 from South Coast AQMD, the total cost absorbed by the City of Azusa will be $1,830 ($37,830-$36,000=$1,830).
