HomeMy WebLinkAboutF- 6 Authorizing to award Bid to Bob Wondries Ford for PUrchase of Seven Trucks for the Public Works DepartmentCONSENT CALENDAR TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: BILL NAKASONE, DIRECTOR OF PUBLIC WORKS VIA: RICK COLE, CITY MANAGER RSC' JOE HSU, DIRECTOR OF UTILITIES DATE: MARCH 3, 2003 SUBJECT: AUTHORIZATION TO AWARD BID TO BOB WONDRIES FORD FOR PURCHASE OF SEVEN TRUCKS FOR THE PUBLIC WORKS DEPARTMENT RECOMMENDATION It is recommended that the City Council authorize staff to award bid for the purchase of seven trucks for the Public Works Department in the amount of $218,087 to Bob Wondries Ford. BACKGROUND In the fiscal year 2001-2002 Capital Replacement Budget, the City Council authorized the Public Works Department to purchase (7) trucks. These seven trucks were to be allocated as follows; four trucks to the Parks Division and three trucks to the Streets Division. Of the seven trucks earmarked for purchase, six were direct replacements for existing vehicles units #101, #103, # 110, #201, #203, and #216. One truck is an additional unit for the Parks Division. On January 21, 2003, the City Council authorized the staff to commence with the formal bidding process for the purchase of these seven trucks. Staff advertised for bids in the City of Azusa adjudicated newspaper and sent requests for proposal to eight dealerships. Staff only received one responding bidder, Bob Wondries Ford in Alhambra, California. Staff was perplexed by the single bid response. Some of the non-responsive. dealerships were called and asked why they did not participate in the bid process. Their responses fell into two categories. Some dealerships considered CNG Trucks a specialized niche and therefore declined to bid. One dealership notified staff the day prior to the bid opening requesting to look at the trade-in vehicles. Based on the short time span to respond, they were directed to bid on the trucks (excluding the trade-in section). If staff decided to reject the trade in portion of the bid, their submitted bid would be judged exclusively on the relative merit of their new vehicle pricing. Nonetheless, this particular dealership declined to bid. FISCAL IMPACT Staff recommends bid award to the sole responsive bidder, Bob Wondries Ford, in the amount of $218,087. This bid price is all inclusive of purchase price, taxes, license and other fees (and does reflect an allowance for trade ins' since staff decided to surplus the old vehicles through auction). Keep in mind, the City of Azusa recently applied for MSRC funding for reimbursement in the amount of $30,000 on CNG powered medium duty trucks. This anticipated reimbursement directly reduces the cost for three of the trucks earmarked for purchase. When this reimbursement amount is realized, our net capital outlay for these seven trucks will be $188,087 ($218,087 - $30,000 = $188,087). The gross capital outlay of $218,087 is far below the allocated amount of $255,000 originally earmarked for the purchase of these seven trucks. This will be funded through the Public Works endowment fund.
