SUBJECT: CONSULTING SERVICE AGREEMENT: HUNSAKER AND ASSOCIATES TO
PROVIDE ENGINEERING SERVICES RELATED TO THE SAN GABRIEL RIVER
BIKE PATH SUBMITTAL TO CALTRANS IN AN AMOUNT NOT TO EXCEED
$41,000 WITHOUT A COMPETITIVE SELECTION PROCESS
RECOMMENDATION
It is recommended that the City Council approve a Consulting Service Agreement for the
San Gabriel River Bike Path Project for engineering services with Hunsaker and Associates
to assist the City in submitting required plans to CalTrans in an amount not to exceed
$41,000 without undertaking a competitive selection process.
BACKGROUND
The City of Azusa has been working with Standard Pacific Homes in the design of a bike
path bordering the San Gabriel River from the northern terminus of the Los Angeles
County Bike Path (approximately where the US Forest Service Station site is located) and
extending the bike path by approximately one mile. Due to extensive delays in roadside
construction by Standard Pacific Homes in developing the Mountain Cove housing
project, the bike path project has been on hold pending the completion of that
construction.

Part of the funding ($3501000) for the construction of the project was a Proposition A
grant secured from Supervisor Molina's office. Her office has become concerned that
the City has not used any of the funding to date and has set July 1, 2003 as a "use it or
lose it" date for that funding despite the City's position that we could not begin
construction unitl 1)Mountain Cove roadside construction was completed, and 2) Final
CalTrans review and approval be obtained. In order to expedite the project, staff has
arranged for a meeting with Mr. Flailing, Regional Director of CalTrans, on March 12 in
order to "fast track" the project. To make the meeting with CalTrans as productive as
possible it is necessary to submit significantly completed plans for their review. In order
to meet that timeline, it is necessary to retain the engineering services of Hunsaker and
Associates in order to meet this deadline.
Hunsaker and Associates as well as Robert Mitchell & Associates have been providing
landscaping and engineering services to the project under the supervision of Standard
Pacific Homes. This procedural arrangement does not provide the City enough control of
the consultants to guarantee specific deliverables and to impose specific deadline dates.
The proposed agreement will be overseen by Assistant City Manager Person in order to
ensure that submittal dates to CalTrans are met and that the content of the plans meet
CalTrans' specifications. The cost of the services will be paid for by Standard Pacific
Homes as described in the fiscal impact section of the report below.
Staff is recommending this agreement without a competitive selection process due to
Hunsaker and Associates' intimate knowledge and background on this project since they
have been under contract with Standard Pacific Homes since the inception of the project.
It would be impossible to conduct a competitive selection process and to familiarize a
new firm on the specific requirements being imposed by CalTrans and meet the March 12
submittal deadline with CalTrans.
FISCAL IMPACT
There is no fiscal impact to the General Fund as a result of this item. Standard Pacific
Homes had previously agreed to fund $132,000 in costs related to the design and
construction of the bike path. To date, $24,000 has been expended in preliminary
designs and drawings payable to both Robert Mitchell & Associates and Hunsaker &
Associates. Should Council approve this agreement, a fund balance of $91,000 will
remain available for construction of the bike path. .The $132,000 contribution to this
project by Standard Pacific Homes is above and beyond the $750,000 Community
Facilities District contribution for parks and recreation improvements in the City.
