SUBJECT: AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH THE COUNTY OF
LOS ANGELES DEPARTMENT OF PUBLIC WORKS TO CONTINUE PROVIDING
PARATRANSIT SERVICES TO COUNY UNINCORPORATED AREAS OF AZUSA
BACKGROUND:
Azusa Transit has historically provided paratransit services to disabled and elderly residents, sixty (60)
years and older, who reside in unincorporated County areas adjacent to the City of Azusa. The County
has reimbursed Azusa for all costs associated with the service, including employee compensation,
operating expenses, vehicle maintenance, fuel and administration. This action authorizes the City
Manager to execute the four (4) year agreement with the County of Los Angeles Department of Public
Works to continue providing paratransit services to disabled and elderly persons who reside in the
County unincorporated areas of Azusa.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1)Approve the Agreement between the City of Azusa and the County of Los Angeles Department
of Public Works to provide paratransit services to disabled and elderly persons who reside in the
County unincorporated areas of Azusa; and
2)Authorize the City Manager to execute the Agreement, in a form acceptable to the City Attorney,
on behalf of the City.
ANALYSIS:
Azusa Transit has historically provided paratransit services to disabled and elderly residents (60 years
and older) in unincorporated County areas adjacent to the City of Azusa. The County has and will
continue to reimburse Azusa for all costs associated with the service (including employee compensation,

operating expenses, vehicle maintenance, fuel and administration). Billing and subsequent
reimbursement is done quarterly.
Azusa Transit provides a valuable service to residents who reside in unincorporated County areas
surrounding the City of Azusa; approximately 15-18% of our Azusa Transit Dial-A-Ride patrons are
from unincorporated areas.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended action since the County will reimburse the
City for all costs associated with the services. Los Angeles County’s maximum obligation under this
agreement is $136,000 for FY 2020-21, $138,000 for FY 2021-22, $140,000 for FY 2022-23, and
$142,000 for FY 2023-24. Upon Council approval and when the four (4) year Prop A reimbursement
agreement with the County of Los Angeles Department of Public Works is fully executed, staff will
prepare a budget amendment consistent with the reimbursement agreement amount.
