HomeMy WebLinkAboutE-11 Staff Report - Memorial Park Slauson Northside Lighting-NRTO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER CONSENT ITEM E-11 FROM: MIKI CARPENTER, DIRECTOR OF COMMUNITY RESOURCES DATE: SEPTEMBER 21, 2020 SUBJECT: APPROVE THE PURCHASE AND INSTALLATION OF NEW LED RETROFIT LIGHTING BY MUSCO SPORTS LIGHTING, LLC FOR MEMORIAL PARK BASKETBALL/HANDBALL COURTS, SLAUSON PARK BASKETBALL, VOLLEYBALL COURTS AND NORTHSIDE TENNIS AND BASKETBALL COURTS BACKGROUND: In December of 2018, the Memorial Park Tennis Court LED Lighting Project was approved by City Council with funding from the Public Benefits Fund. Taking into consideration the disposition of funds and other projects, Staff has held off on additional retrofit lighting projects until now. The Public Works and Community Resources Departments are working together on this project. This action waives the competitive bidding process as authorized by Section 2.521 (a) of the Azusa Municipal Code and approves the purchase and installation of this lighting from Musco Sports Lighting, LLC. This company has already won the bid process nationally through Sourcewell (Formerly National Joint Powers Alliance Contract Number 082114-MSL). RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)Waive the competitive bid process as authorized under Azusa Municipal Code Section 2-521(a) – Cooperative, Piggyback and Multiple Awarded Bid Purchasing with Other Agencies using the Sourcewell / National Joint Power Alliance Contract No. 071619-MSL and approve the purchase and installation of new LED retrofit lighting by Musco Sports Lighting, LLC, for the Memorial Park Basketball/Handball Courts ($72,400.25), the Northside Park Tennis/Basketball Courts ($99,102.71), and the Slauson Park Basketball/Volleyball Courts ($75,668.75), in the total amount not to exceed $271,888.88, which includes a 10% contingency for potential change orders as needed; and 2)Authorize the City Manager to execute all documents necessary to effectuate the purchase and installation of the lighting equipment. APPROVED CITY COUNCIL 9/21/2020 Purchase and Installation of New LED Retrofit Lighting September 21, 2020 Page 2 ANALYSIS: The overall project will utilize existing poles and retrofit lights to LED. Memorial Park and Northside Park currently have existing Control Link cabinets, which will be updated. Slauson Park doesn’t currently have a Control Link cabinet so one will be added. This current request is for the approval of 45 LED lights that will be attached to existing poles and all control systems and services. ENVIRONMENTAL REVIEW The proposed project is exempt from environmental review pursuant to the California Environmental Quality Act (Pub. Resouces Code, §§21000 et seq.) (“CEQA”) and the State CEQA Guidelines (Cal. Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the proposed project qualifies for a Class I Categorical Exemption (State CEQA Guidelines, § 15301), which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing former use. The subject project would rehabilitate equipment to meet current standards for safety and provide for improved safety or health protection devices in conjunction with existing structures and facilities. FISCAL IMPACT: There is no fiscal impact to the General Fund associated with the recommended actions. Funding for this project is available in the FY20-21 Public Benefit Fund 24.
